|
The Programme Coordinator reports to the National Officer in charge of Brazil. He/She will support the implementation of this new project and related activities, as well as will participate with UN-Habitat to the formulation, formulation and implementation of potential new projects in Pará.
Under the supervision of the National Officer in charge of Brazil, the Programme Coordinator will: a) Provide managerial support and coordinate the implementation of UN-Habitat’s activities in the State of Pará; b) Ensure an effective and efficient communication with counterparts and local partners, such as the Government of the State of Pará (several Secretariats, including also CODEC - Companhia de Desenvolvimento Econômico do Pará), Instituto Dialog, private sector companies, civil society, municipalities, etc; c) Provide appropriate technical support to implement activities related to the following areas: local and regional urban planning and governance; capacity building and development; monitoring; and environmental licensing. d) Attend to meetings and conferences promoted by UN-Habitat partners in order to strengthening UN-Habitat position and presence in Pará; e) Elaborate monthly activities reports regarding the consultancy, and more exhaustive reports every quarter.

Duties and Responsibilities

|
BACKGROUND The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the forthcoming New Urban Agenda.
UN-Habitat considers that the occupation of territory is a more complex phenomenon than just a simple process of growth of human settlements and economic activities within a given territory. Specifically in the Amazonia where the State of Pará is located, large mining, industrial or infrastructure projects might have a negative impact on the environment –even on climate change–, as well as surrounding human settlements can get seriously disrupted. In the context of Pará, the current attraction of large industrial enterprises puts the State with the challenge of managing profound socioeconomic transformations (with high stress on the environment) looking also on how to benefit from these.
The presence of UN-Habitat has to be seen as an opportunity for different stakeholders (mainly local and state authorities, public and private enterprises and civil society) to specify their role and responsibilities, as well as to promote a better urbanization while respecting a given territory and environment. Within the partnership of UN-Habitat and the Government of the State of Pará to improve institutional and technical capacities of Pará's stakeholders on sustainable territorial development and planning, a Programme Coordinator is required to ensure a good execution of planned activities.
UN-Habitat is setting up a new project in the State of Para named “Enabling sustainable territorial development in the State of Pará using concerted efforts from public and private sectors”. A comprehensive approach will be soon set up in order to stimulate integrated solutions for channeling industrial investments towards human settlements, promoting sustainable development by involving different actors from the State Government, Municipalities as well as the private sector, civil society and the population itself. Ultimately, a second phase to this project shall lead to use resources from big enterprises (through environmental licensing) for territorial and land use planning, as well as to construct public infrastructures.

Qualifications/special skills
|
|
|
|
Academic Qualifications: • Master’s Degree in Planning, International Relations, Political Sciences, Economy, Urban Studies, Regional Planning, Architecture and Urbanism, Law, or any other related area. Experience: • A minimum of seven years of progressively responsible experience in project/programme management on urban related themes. • Professional experience related to urban development or regional development in Brazil is required. • Professional and academic experience on themes related to urban planning, regional development, articulation and coordination of stakeholders on implementation of policies and projects. • Previous experience within the UN System would be an asset. • Proficiency in computer programmes such as Microsoft Office, Outlook, and internet search functions. Language: • English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. For the post advertised, fluency in Portuguese and good command in oral and written English are required.
