The sustainability criteria or requirements are the translation, in technical terms, of the consideration of aspects and impacts on sustainability and measures to minimize the negative impacts and maximize the positive impact from the purchase of goods or services.
The main results expected of this consultancy include the development of a methodology for developing sustainability criteria to products and services purchased by the Public Administration in Brazil. The methodology should be inspired in national and international ecolabeling schemes, used as means of verification when possible. The development of the methodology should be done from dialogues with stakeholders, and should include market analysis regarding its feasibility. The methodology should be applied to three items defined by the Steering Committee of the project. The criteria proposed should be simple and gradual, allowing the market to adapt and the public administration to learn how to use them.
The criteria should take into account the strategies and the Brazilian government's sustainability objectives. Furthermore, it is essential that the cost of applying the methodology does not become excessively onerous for the public administration. The methodology may consider or be inspired by existing experiences such as Colombia, United States and United Kingdom.
The methodology should be tested in consultation with the market, considering the current and future reality of it to meet the requirements, but taking into account the potential of the criteria to boost market changes. The methodology should include the presentation of the criteria system (presentation sheets/template) that should consider format and language understandable to the staff of public administration.

Contract duration is of six (6) months. Consultancy is expected to start on May 2016.

Duties and Responsibilities
|
|
|
|
Hire of an expert to develop a methodology for developing sustainability criteria to public procurement of products and services in Brazil, including market analysis of the feasibility of the created criteria, and application on three items to be defined.
• Permanent communication with UNEP; • Participation in face-to-face meetings or telephone conferences with the technical staff involved in the project; • Willingness to be present when needed; • Submit outputs for comment and approval of UNEP; • Deliver revised document and make adjustments when requested.

Qualifications/special skills
|
|
|
|
Academic Qualifications: • A first-level university degree (Bachelor of Arts or equivalent) is required • Master's Degree in related areas to the objective of this ToR is desired;
Experience: • Minimum of 5 years of experience in the field of sustainable consumption and production and/or sustainable public procurement and/or developing sustainability criteria, with proven experience in projects including the development of analytical technical documents
• Proven experience in establishing working relationships with development agencies and government representatives
Language: • Excellent written and oral communication in Portuguese • Fluency, oral and written, in English is desirable

Additional Information

The total cost of services performed under this Term of Reference is up to R$ 100.000,00 (one hundred thousand Reais) and will be paid to the consultant according to the schedule outputs deliveries. Please indicates in your application the remuneration expectation.
All payments shall be made upon approval of the outputs submitted by the consultant. All outputs will be reviewed by UNEP.
