|
The position is located in Africa II Division, Office of Operations, at the Department of Peacekeeping Operations (DPKO). Africa II Division consists of integrated operational teams responsible for supporting peacekeeping missions in Central and West Africa, and Mali. The incumbent will serve as a desk officer for Central African Republic and Democratic Republic of the Congo and will be under the general supervision of the Principal Officer (Team Leader) and the Director of Africa II Division.

Responsibilities
|
|
|
|
Within delegated authority, the Political Affairs Officer will be responsible for the following duties: • monitor the development and progress of operations, including relations between the parties, troop/police contributors, governments, regional organizations; identify and respond to changes, problems, incidents; • assist in the daily management of a peacekeeping operation in the Central African Republic(MINUSCA) and The Democratic Republic of the Congo(MONUSCO); • interact with and prepare responses to comments, statements, and queries of parties, troop/police contributors, members of the Security Council, government officials, regional actors etc., ensuring consultations with a wide range of DPKO, DFS and United Nations stakeholders. • monitor discussions and developments in various fora with implications for peacekeeping operations; draft a high volume of wide ranging sets of documents expeditiously and effectively, including reports of the Secretary-General to the Security Council, draft talking points, briefing notes and minutes of meetings of senior UN officials; • participate in the activities for implementing operations, helping to devise guidelines and terms of reference, ensure input from participants and integrate different aspects (e.g. security, administrative, legal) of mission planning; • support the planning of the peacekeeping operation by responding in a timely and efficient fashion to requests and correspondence from the field; • advise on operational mechanisms and models to achieve departmental goals; • participate in crisis management; • comment on DPKO-wide policies and other documents circulated throughout the Department for input; • perform other assignments as requested by the Director / Team Leader.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in political science, international relations, international economics, law, public administration or other related. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
|
|
|
|
A minimum of five years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area. Experience in a peacekeeping operation or other relevant field operation in a civilian capacity (non-uniformed) as described under the minimum work-experience is desirable. Experience in peace and security issues related to Africa is desirable

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is required.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
This post is financed by the Support Account for Peacekeeping Operations for a period of at least one year. Extension of appointment will be subject to budgetary approval.
Applicants from troop- and police-contributing countries who are found most suitable and recommended for selection will be given due consideration for positions in a peacekeeping operation or Headquarters support account funded positions in the Department of Peacekeeping Operations and the Department of Field Support, taking into account their contribution to United Nations peacekeeping, in accordance with General Assembly resolutions 66/265 and 67/287.
