The PAGE Uruguay Program intends to collaborate in the elaboration of the Uruguay National Development Strategy 2050 through the transversal integration of the environmental dimension in the strategic planning carried out by the OPP. In this framework, the final product of the consultancy will be the identification, prioritization and justification of long-term strategic guidelines to include in the said strategy

Duties and Responsibilities

|
BACKGROUND:
The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
Uruguay is a partner country of "Partnership for Action on Green Economy" (PAGE), a joint initiative in Green Economy of UN Environment, International Labour Organization, United Nations Development Programme, United Nations Industrial Development Organization (coordinating agency) and United Nations Institute for Training and Research.
The main and long-term objective of PAGE in Uruguay is to contribute to the national development planning efforts that allow the concept of green growth to be incorporated into development policies through public policies in key sectors of the economy that promote efficient use of resources, quality and environmental sustainability and the creation of green jobs, as well as the corresponding instruments for their implementation.
In this sense, the Planning Department of Planning and Budgeting Office (OPP) is preparing the Uruguay National Development Strategy 2050 to establish the bases for Uruguay to move towards sustainable development. This Strategy prioritizes two thematic axes as keys for development: demographic change and the transformation of the productive matrix; and three cross-cutting thematic axes: gender systems, cultural development and the development of territories.
The counterpart of the PAGE program in Uruguay is the National Environmental Cabinet, expanded with the participation of OPP and the Ministry of Labour and Social Security, with Ministry of Energy, Industry and Mining being the focal point of Uruguay before PAGE. Considering the characteristics of this consultancy, the monitoring of the study will oversee an inter-institutional counterpart team coordinated by the OPP Direction of Planning.
ACTIVITIES OF THE CONSULTANCY
• Review the background and the current context, including: prospective studies and strategic planning instruments prepared by the OPP Planning Department; policies, plans, programs and projects with an environmental component implemented or elaborated in Uruguay through sectoral roadmaps; etc. • Determine the possible articulation of environmental aspects between the different prospective studies carried out by the OPP Planning Department, as well as eventual incompatibilities. • Determine, systematize and document links, possible synergies and conflicts of the National Development Strategy with: o International commitments assumed by the country, such as the Sustainable Development Goals and Nationally Determined Contributions (NDCs), o National processes, both for environmental and sustainable development, such as the National Environmental Plan and the National Water Plan, the Energy Policy 2005-2030, the National Sustainable Tourism Plan, the National Climate Change Policy, the National Transformation Plan Productive and Competitiveness, the Policy of Sustainable Intensification, among others. • Propose strategic guidelines that can be considered and included transversally in the National Development Strategy, considering the environmental dimension as one of the pillars of sustainability, and as a factor of competitiveness. • Contribute to the planning process of the National Development Strategy in relation to the environmental dimension. Additionally, the consultant should: • Participate in the periodic meetings of work with OPP, the National Coordinator PAGE, as well as other institutions, in the aspects related to the development of the consultancy. • Coordinate and participate in the interviews and meetings required for the proper completion of the consultancy. • Collect information, conduct interviews, systematize documentation to generate inputs for the development of the consultancy. • Communicate and report regularly to the Planning Department of OPP, the project counterpart, as well as to the institutions of governance of the PAGE Uruguay Program

Qualifications/special skills
|
|
|
|
Academic Qualifications: An advanced university degree in a field related to economics, public policy or international development with focus on international economics, macroeconomics, environment and fiscal policy. The tittle of Master can be substituted by 5 years of accumulated progressive experience in project implementation in resource economics and sustainable development, including producing policy analysis and providing policy advice. Experience: A minimum of five years of relevant and progressively responsible working experience in project implementation in resource economics and sustainable development, including producing policy analysis and providing policy advice. Experience working with or for governments, inter-governmental organisations, NGOs, foundations, or charities is required, including in developing country context. Language: Fluent written and spoken in English and Spanish is required. Knowledge of other official languages in the United Nations System is an advantage.

Additional Information

Reporting Structure: The consultant will be based at the UN Environment Regional Office in Panama City, Panama. Given that UN Environment is the coordinating agency for PAGE activities, the consultant will report to the Regional Coordinator of the Resource Efficiency Programme, as the first supervisor, and the Regional Director, both at the UN Environment Latin America and Caribbean Office as the second supervisor.
