|
The position is located in the United Nations Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) with duty station, Kinshasa. The incumbent may head a unit and generally report to the Chief Electoral Officer or the designee.

|
Responsibilities
|
|
|
|
Planning and Operations supports the Chief Electoral Officer in the overall planning and coordination for the Electoral Division, taking into consideration all political, technical, and logistical and security dimensions relevant for the electoral process in DRC.
Within delegated authority, the Senior Electoral Officer operation specialist will be responsible for the following duties: (These duties are generic and may not be carried out by all Senior Electoral Officers.)
•Coordinate, supervise and adjust work plans for each unit at headquarters level as well as in the field offices, and ensure harmonization with work plans of the National Independent Electoral Commission (INEC); •Contributing to the harmonization of MONUSCO logistics plan with the needs of the INEC with regard to overall requirements for electoral operations; •Provides electoral technical advice to Head of Mission on the constitutional/electoral review process; •Assists the national electoral authorities in developing a legal framework for elections including laws, codes, rules of procedures, regulations and directives. •Assists the national electoral authorities in developing and implementing a concept of an electoral operation. •Ensuring that all electoral operations are conducted effectively by addressing policy guidance, logistics, and other electoral needs in a timely manner; •Supervises the implementation of programs in the following areas, as required: Electoral Training, Capacity Building, Civic/Voter education, Electoral Legal, Electoral Procedures, Electoral Operations, Electoral Logistics, Electoral Security and Electoral IT Development, •Develops election logistics and security plans and supervises their implementation. •Reports regularly to the Head of the Electoral Unit on election operations policies and procedures adopted by the EMB and their implementation by local election administrations. •Interprets electoral policies and regulations in order to clarify and provide input for the development of procedure manuals. •Develops timely and efficient communication mechanisms between HQ and electoral field offices. •Contribute to regularly briefs to the Mission, donors, and key stakeholders on the electoral process. •Performs other related duties as required.
Work implies frequent interaction with the following: Officers in peacekeeping operations Under Secretary-General/Assistant Secretary-General, Force Commander, and other senior UN Officials especially Resident Coordinators of UN system; Special Envoys of the Secretary-General Senior staff of specialized agencies, representatives of non-governmental organisations, regional intergovernmental organisations, delegations, etc; Electoral Management Bodies Relevant national counterparts Media Representatives Academic community, institutes, and foundations . Results Expected: Provides authoritative advice and counsel to senior UN officials, national and international officials; develops strategies in the electoral field to ensure that electoral operations are conducted in as peaceful, genuine and credible an environment as possible, and that technical assistance extended by the UN System will concretely assist in the peaceful, legitimate, and smooth hand over of power from one government to the next. When so mandated by the sovereign organs of the UN, oversees legitimate, credible, and efficient electoral assistance operations.

Education
|

Advanced University Degree (Masters or equivalent) in Political Science, International Relations, Law, Public Administration, or a related field. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of an advanced university degree.

Work Experience
|
|
|
|
At least 10 years of progressively responsible experience in elections and related areas. Sound managerial experience is desirable. Extensive experience in electoral administration and systems, with at least 3 years of experience in electoral operations in more than one country, including developing countries is required. Experience in supporting electoral processes in conflict and post conflict environment is desirable.

Fluency in spoken and written French is required; spoken and written English is desirable;

Notes:
• A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. For full information on eligibility requirements, please refer to section 5 of ST/AI/2010/4Rev.1 on Temporary Appointments. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.
• Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.
• Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.
• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
• The expression “Internal candidates”, shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15.
