|
The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote inclusive economic, social and environmental development and support regional cooperation and integration in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership, through its analytical, normative and technical cooperation, to respond to the development priorities and changing needs of the Asian and Pacific region.
The position is located in the Staff Administration Unit, Human Resources Management Section. The Human Resources Assistant reports directly to the Human Resources Officer, and to the Chief of the Unit.

Responsibilities
|
|
|
|
Within delegated authority, the Human Resources Assistant will be responsible for the following duties:
1.Recruitment and placement •Assists in the filling of posts through onboarding process, including following-up on reference checks and academic verifications, ensuring the completion of the pre-recruitment formalities, calculating salaries and related benefits, and preparing and dispatching offers of appointment and Statement of Emoluments. •Tracks and updates status of recruitment. •Coordinates with offices concerned and selected candidates on medical clearance, travel arrangements, visa matters and shipment of personal effects. •Prepares agenda and provides relevant documentation required for recruitment/onboarding related meetings. •Initiates induction process for new staff members. •Prepares personnel actions. •Advises staff and administrative assistants in substantive offices on HR related matters, in particular those related to benefits and allowances.
2.Administration of entitlements •Reviews and processes requests for entitlements, claims and other HR-related matters, in particular dependency allowance, medical insurance, pension fund, group life insurance, travel documents, certificate of employment, and time and attendance (covering overtime, night differentials, compensatory time off, and flexible working arrangements). •Processes related actions in ‘Umoja’, an enterprise resource planning software, and maintains/updates relevant database and reference tables. •Assists in the review and processing of data pertaining to conditions of service, including conduct of periodic surveys.
3.Staff development and career support training •Assists in the organization and conduct of briefing sessions on allowances and benefits. •Coordinates logistics and administrative support to briefing sessions organized by the Unit.
4.General •Provides general office support services; drafts and/or processes a variety of correspondence and other communications. •Sets up and maintains reference files/records (electronic and paper). •Schedules appointments/meetings, monitors deadlines, etc. •Undertakes research on a range of HR related issues and assists in the preparation of notes/reports. •Maintains automated database containing HR related statistics and prepares periodic reports and minutes of unit meetings. •Assists in the preparation of necessary documentation for distribution to various offices, as well as submissions to Headquarters. •Performs a variety of administrative duties (e.g. leave recording, request for office supplies and equipment, etc.). •May provide guidance/training to less experienced staff. •Performs other duties as required.

Education
|

|
|
High school diploma or equivalent is required. Additional training in human resources management skills is an asset.
|
|
|
|
Work Experience
|
|
|
|
A minimum of five years of experience in human resources management, administrative services or related area is required. Basic knowledge on the use of an enterprise resource planning software is desirable.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
|
|
|
|
Assessment

Qualified applicants may be evaluated through a competency-based interview and/or other assessment methods.
|

Special Notice

|
Appointment against this post is on a local basis; candidates shall be recruited in the country or within commuting distance of the ESCAP office, irrespective of nationality and length of time the candidate may have been in the country. If no suitable local candidate is identified, candidates located elsewhere may be considered. The candidate is responsible for any expenses incurred in taking the relevant examinations at the duty station, and of any costs related to traveling and relocating to the duty station in the event of an employment offer.
Must have passed the United Nations Global General Service Test (GGST) at Headquarters or an equivalent locally-administered test at Offices Away from Headquarters.
