|
This position is placed in the Field Offices in Bentiu ,in the United Nations Mission in the Republic of South Sudan. The Protection of Civilians (POC) Officer is based in the office of the Head of Field Office with the Senior Protection of Civilians Adviser serving as Second Reporting Officer. The POC Officer will perform an advisory, coordination, monitoring and reporting role. Specifically, s/he will be responsible for working with mission components and the Head of Field Office to develop and regularly update the POC threat assessment for the area of responsibility; establish POC coordination structures and ensure their functioning; contribute to the development of the mission-wide POC strategy; support coordination and implementation of integrated missions and patrols); support the State level POC Task Force; and manage additional POC staff, where relevant. The POC Advisor will also support efforts to ensure that protection of civilians concerns are appropriately mainstreamed across the work of all Mission components at the Field Office level.

Responsibilities
|
|
|
|
Within delegated authority, the Protection of Civilians Advisor will be responsible for the following duties:
Advisory role •Advise Head of Field Office on ways in which the mission can assist and build local capacities for community protection, and support the implementation of those measures; •Provide support to relevant mission components and sections to ensure that protection of civilians concerns are adequately reflected in Mission planning processes and in section and unit work plans and operations; •Assist in the implementation of the mission's POC communications strategy; •Ensure that POC efforts of the Field Office level are in line with the vision and strategy of the mission and in line with DPKO-DFS guidance on the matter; •Cooperate with JOC and JMAC to strengthen early warning and response systems; and •Ensure the dissemination of lessons learned and good practices on POC at the field level, and lead or participate in POC after action reviews.
Coordination and communication •Support the development and implementation of the mission-wide POC strategy at the Field Office level; •Support the operational level POC Task Force; •Ensure close coordination with relevant POC partners in the development and implementation of the POC strategy, including with focal points for child protection and sexual violence in conflict; •Support the Senior POC Adviser in strengthening cooperation with relevant protection actors at the Field Office level, including state authorities, civil society, UN agencies, funds and programmes with complementary mandates and other relevant partners, including the protection cluster.
Monitoring, analysis and reporting •Work with mission components, humanitarian actors, and other counterparts to develop and regularly update a POC threat assessment for the area of responsibility; Coordinate the activities of local joint protection teams, and lead or join protection assessments with other actors; •Ensure that adequate POC analysis is included in relevant reporting requirements, including SG reports; •Report on any resource and capability constraints which adversely affect the mission’s ability to implement its protection of civilians mandate; and •Take responsibility for any monitoring and reporting activities vis-à-vis POC implanted at the Field Office level; Training •Assess the training needs on protection of civilians issues within the mission, and design and support the delivery of tailored POC modules with relevant mission components, in close consultation with the IMTC; •In cooperation with the IMTC and other mission components, ensure adequate training on PoC for Governmental institutions in line with the Mission mandate and the Human Rights Due Diligence Policy, and •Provide support as required and undertake other tasks as may be appropriate to the specific context and tasks vis-à-vis POC.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in political science, international relations, humanitarian and human rights law, public administration or related fields. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
|
|
|
|
A minimum of 7 years of progressively responsible experience in political science, humanitarian affairs, human rights, international relations, public administration or related fields at the national and international level. Advisory skills are required. Experience in post-conflict countries or in a peacekeeping operation is required. Previous experience working on protection of civilians’ issues could be an advantage.

Languages

English and French are the working language of the United Nations Secretariat. For this position fluency in English (both oral and written) is required.

Notes:
•A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.
•Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.
•Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.
•While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
