The positions are located in the Implementation Support Section (ISS) of the Corruption and Economic Crime Branch (CEB), Division for Treaty Affairs (DTA) of the United Nations Office on Drugs and Crime (UNODC), in Vienna. The incumbents will work under the direct supervision of the Chief of the Section or other senior officers of the Project GLOZ 82, "Global Programme for the Implementation of the Doha Declaration: towards the promotion of a culture of lawfulness".

Responsibilities

|
|
This Job Opening is prepared to fill the following three positions:
1. Crime Prevention and Criminal Justice Officer (early childhood and primary level education) 2. Crime Prevention and Criminal Justice Officer (secondary level education) 3. Crime Prevention and Criminal Justice Officer (tertiary level education)
Within assigned authority, and in close coordination with the Crime Prevention and Criminal Justice Officer managing and coordinating the Project, the Crime Prevention and Criminal Justice Officer will carry out a range of functions in support of the implementation of the Education for Justice (E4J) component in Pillar III of UNODC’s project to implement the Doha Declaration. In particular, the incumbent will be responsible for the following duties: •Provide substantive support to the implementation of the Doha Declaration which, among others, emphasizes that education for all children and youth is fundamental to the prevention of crime and corruption and to the promotion of a culture of lawfulness that supports the rule of law and human rights while respecting cultural identities. •As a member of a Team manage the E4J component related to early childhood and primary level education, secondary level education or tertiary level education, as applicable. •Provide substantive support to the development, implementation, monitoring and evaluation of the assigned project component; provide inputs to and review relevant project documents; prepare inputs for project progress reports; identify problems and issues to be addressed and initiate corrective actions; ensure follow-up actions. •Coordinate needs assessments; organize expert group meetings, working group meetings, capacity building events and other meetings and conferences, including preparation of agenda, identification of participants and training providers, preparation of documents and presentations; coordinate the preparation of academic courses, learning materials, case studies, games and tools in line with the core principles and values of the United Nations Convention against Corruption (UNCAC), the United Nations Convention against Transnational Organized Crime (UNTOC) and the United Nations Standards and Norms and counter-terrorism instruments; coordinate other activities related to early childhood and primary level education, secondary level education or tertiary level education, as applicable, in line with the project workplan. •Monitor financial resources allocated to assigned project component; monitor expenditures and funds utilization. •In coordination with the E4J team leader, liaise with relevant parties, such as with Ministries of Education, universities and other academic institutions and other relevant bodies to increase teaching of matters related to crime prevention and criminal justice education globally in early childhood and primary level education, secondary level education or tertiary level education, as applicable. Raise awareness on the importance of education as a key element of crime prevention. •Participate in and conduct field missions, including provision of guidance to external consultants, government officials, academics and other parties and drafting mission reports and defining appropriate follow-up tasks. •Coordinate with relevant substantive Sections of UNODC to ensure that proper substantive expertise is provided in the implementation of early childhood and primary level education, secondary level education or tertiary level education component of E4J, as applicable. Cooperate and coordinate with field offices and other relevant entities on matters pertaining to education. Ensure coordination with UNODC’s existing educational initiatives. Disseminate and promote the use of relevant UNODC tools. •Monitor and review best practices, methodologies and programmes in the area of early childhood and primary level education, secondary level education or tertiary level education, as applicable. •Research, analyse and present information gathered from diverse sources in the field of early childhood and primary level education, secondary level education or tertiary level education, as applicable. •Organize and prepare written outputs, e.g. draft background paper, analysis, sections of reports and studies, inputs to publications etc. •Perform other work related duties as required.

Education
|
|
|
|
An advanced university degree (Master’s degree or equivalent) in law, political or social science, criminal justice, international relations, public and business administration, management or a related field is required. A first level-university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|

|
|
Work Experience
|
|
|
|
A minimum of five years of progressively responsible professional experience in the field of crime prevention and criminal justice in an international, governmental, private or civil society organization in a multi-cultural setting is required. Experience in crime prevention and criminal justice related education is desirable. Work experience at the international level including experience within the United Nations System or similar international organization is highly desirable.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in English, i.e. oral and written proficiency, with excellent drafting and communication skills is required. Knowledge of other United Nations official languages is desirable.

These are project posts. Filling of these positions is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
