This position is located in the Implementation Support Section (ISS), Corruption and Economic Crime Branch (CEB), Division for Treaty Affairs (DTA) of the United Nations Office on Drugs and Crime (UNODC), in Vienna. The incumbent will work under the direct supervision of the Chief of the Section, the guidance of the Senior Programme Officer of the project and the overall guidance of the Chief of the Branch. The incumbent will work in close cooperation with the project management team and all relevant UNODC sections.

Responsibilities
|
|
|
|
Within assigned authority, the Crime Prevention and Criminal Justice Officer will carry out a range of functions in support of the implementation of the Education for Justice (E4J) component in Pillar III of UNODC’s project to implement the Doha Declaration . In particular, the incumbent will be responsible for the following duties:
•Support the implementation of the Doha Declaration which emphasizes that education for all children and youth is fundamental to the prevention of crime and corruption and to the promotion of a culture of lawfulness that supports the rule of law and human rights while respecting cultural identities. •Coordinate the implementation of the “Education for Justice” (E4J) component of the project in accordance with the approved project document/revisions, the funding agreement, United Nations policies and financial rules and regulations, and costed work plans. Identify problems and issues to be addressed and initiate corrective actions. •Be responsible for carrying out programmatic/administrative tasks in line with the log frame of Education for Justice (E4J) for the achievement of expected outcomes based on the performance parameters and indicators, programme performance reports and inputs for results-based budgeting and results-based management. •Manage, implement and oversee project activities as outlined in the project document, including overall coordination of the assessments, trends, research activities and studies; oversee the development of courses, tools, games and other educational materials; direct the organization and servicing of expert group meetings, training workshops, seminars and other meetings; lead the preparation of evaluations; coordinate the dissemination of public information materials etc. Ensure that all activities are in line with and contribute to the overall goals of E4J. •Contribute to managing human resources allocated to E4J by guiding the work of the E4J team in project development, implementation and assessment, and coordinating the engagement and supervision of external consultants. •Provide specialized substantive expertise in the area of education in the field of crime prevention and criminal justice to support educational efforts of relevant stakeholders. Liaise with Ministries of Education, universities, academic institutions, schools, teachers’ associations and other relevant bodies to increase teaching on matters related to crime prevention and criminal justice at all levels of education. •Monitor and review best practices, methodologies and programmes in the area of education. Liaise effectively with counterparts, partners and other stakeholders with a view to ensuring a multi-stakeholder approach while avoiding overlap and duplication with the actions of other stakeholders; raise awareness of E4J achievements and identify areas of new assistance. •Coordinate with relevant substantive sections of UNODC to ensure proper substantive expertise in the implementation of E4J. Ensure coordination with UNODC’s existing educational initiatives. Cooperate and coordinate with field offices and other relevant entities on matters pertaining to education. •Participate in and conduct field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission reports and defining appropriate follow-up task. •In cooperation with the Senior Programme Officer, coordinate activities related to budget and funding; supervise expenditures and utilization of funds related to E4J; ensure compliance with United Nations financial rules and regulations and initiate project and/or budget revisions. •In cooperation with the Senior Programme Officer, identify procurement needs (goods and services). •Work with the Senior Programme Officer and Advocacy Section to plan and implement maximum strategic visibility for project and its outcomes. •Organize and prepare written outputs, e.g. policy and programmatic reports, draft background papers, analysis, sections of reports and studies, input to publications relevant to the work of the Section and to the United Nations Secretariat. •Perform other work related duties as required.

Education
|
|
|
|
An advanced university degree (Master’s degree or equivalent) in law, political or social science, criminal justice, international relations, public and business administration, management or a related field is required. A first level-university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

|
Work Experience
|
|
|
|
A minimum of seven years of progressively responsible experience in the field of crime prevention and criminal justice in an international, governmental, private or civil society organization in a multi-cultural setting, is required. Experience in crime prevention and criminal justice related education is desirable. Work experience at the international level including experience within the United Nations System or similar international organizations is highly desirable. Experience in project or programme management is highly desirable.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English, i.e. oral and written proficiency, is required. Knowledge of other United Nations official languages is an asset.

This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
