|
The position is located in the Department of Economic and Social Affairs (DESA), Division for Sustainable Development (DSD), in the Small Island Developing States (SIDS) Unit under the Small Island Developing States, Oceans and Climate Branch. The Division for Sustainable Development, under the Department of Economic and Social Affairs, provides leadership in promoting and coordinating implementation of the sustainable development agenda of the United Nations and serves as secretariat to the High-level Political Forum on Sustainable Development which was established following the Rio+20 Conference and GA resolutions 66/288 and 67/290. Responsibilities
|
|
|
|
Within delegated authority, and in close consultation and in cooperation with the Division staff, the incumbent carries out the following functions:
1. Intergovernmental support: (a) Provides substantive support on sustainable development issues to intergovernmental bodies, including the High-level Political Forum, the Economic and Social Council and the General Assembly; (b) Provides substantive support to inter-governmental discussions in relation to the post-Rio+20 follow-up and implementation of the outcome of the Third Conference on Sustainable Development for SIDS, the SAMOA Pathway, and the 2030 sustainable development agenda; (c) Represents organizational unit at international, regional and national meetings.
2. Vulnerability, resilience and trends analysis of SIDS: (a) Monitors trends and emerging issues related to vulnerabilities and resilience of SIDS in sustainable development; (b) Designs and conducts studies and develops draft policy recommendations on critical vulnerability and resilience issues related to SIDS sustainable development and draft resulting reports, either as Secretary-General's reports, background papers or issue papers; (c) Analyses ways and means of strengthening international, including UN system, support to SIDS to address vulnerabilities and build resilience; (d) Formulates proposals for development strategies, policies and measures for presentation to intergovernmental bodies and others; (e) attends international, regional, and national meetings, to hold discussions with representatives of other institutions; (f) Organize expert group meetings, seminars, etc. on these issues; and (g) Prepares speeches, talking points and other inputs for presentations by senior staff.
3. Inter-agency coordination: (a) Follows relevant policy developments, meetings and other events, project and research activities of IACG members in relation to SIDS and provide advice to the Chief of the Unit, as needed; (b) Regularly liaise closely with the members of IACG for exchange of information; and (c) Attends meetings of relevance to SIDS organized by other UN and non-UN agencies.
4. General: (a) Supervises junior staff, reviewing their work and providing feedback; (b) Participates in intra- and inter-Departmental undertakings of broader concern to represent the views or interests of the organizational unit; (c) Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit's service; and (d) Undertakes on-the-job and other training activities, both internally and externally.

Professionalism: Demonstrated understanding and knowledge of SIDS issues, familiarity with the BPOA, MSI and SAMOA Pathway; in-depth understanding of the critical vulnerabilities of SIDS; knowledge of latest efforts and trends in resilience building by SIDS and their partners. – Demonstrated research, analytical, policy development and drafting skills; Ability to think strategically, to identify key emerging issues with political implications in the interest of SIDS sustainable development; - Demonstrated background and experience in supporting intergovernmental processes; ability to informally network with key SIDS delegations and their partners in a diplomatic way; - Knowledge of SIDS issues and the UN system's engagement in the issues. Ability to identify and develop sources for data collection. Education
|
|
|
|
Advanced university degree (Master's degree or equivalent degree) in economics, international relations or related field. A first-level university degree in any of these fields, in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
|

Work Experience
|
|
|
|
A minimum of seven years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area is required. Experience related to sustainable development of SIDS, and in intergovernmental support is required. Experience in drafting analytical or policy documents and inter-governmental decisions, declarations are required. Experience working on SIDS issues at the national and/or regional level, and/or in the UN system or similar international organization, and in organizing internal conferences, regional meetings and related negotiations is desirable.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official UN languages is an advantage.

Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
