|
The position is located in the Budget and Finance Section (Nairobi), UNSOA. The Chief of Section, Budget and Finance reports to Deputy Director, UNSOA. The focus of the position is on the overall financial management of the mission that includes the implementation of the budgetary resources and financial transactions and performance of the mission ensuring optimal use of the approved funds. It has a functional reporting relationship to the Controller, OPPBA.

Responsibilities
|
|
|
|
Within delegated authority, the Chief of Section, Budget and Finance, will be responsible for the following duties:
•Advises and supports the Head of Mission Support, other senior leadership of the Mission, and programme/fund center managers in the overall financial management of the mission including implementation of budgetary resources and the financial transactions and performance. •Leads the Mission’s annual budget development programme, providing leadership and coordination with respect to the establishment of major resourcing priorities, preparation of comprehensive budget submissions, application of results-based budgeting principles, analysis of the costs and benefits of major new proposals. •Leads the preparation, review and finalization of budget performance reports in compliance with the Legislative requirements and recommendations and Controller’s instructions; review and ensures valid variances between approved budgets and actual expenditures; approves draft performance reports prior to their submission; •Prepares inputs to the UN's legislative processes for consideration of mission financing requirements by FBFD, Controller’s Office, the Advisory Committee on Administrative and Budgetary Questions (ACABQ) and the Fifth Committee of the General Assembly. •Administrate the allotments of the mission in line with the updated policy on administration of allotments including advise, guidance and approval of redeployment/reallocation of funds in line with implementation of planned and/or prioritised activities. •Plans, oversees and prepares the closing of the monthly and Year-End Accounts of the Mission ensuring full resolution of all open items, bank reconciliations, Account Receivables and Payables and Clearing accounts; Endorses and guides the financial entries for Real Estate assets; certifies the monthly and year-end accounts in accordance with requirements of the Controller prior to submission. •For missions associated with a Service Center and/or Back Office Support, takes the lead to oversee the implementation of the financial transactions/activities in IPSAS compliant manner, in consultation with the Service Center and guides the head of mission support with assurance on the accuracy and completeness of mission financial statement. •Leads the bank relation management for the banking requirements of the mission in consultation with Treasury UNHQ; monitors the daily bank reconciliations for the Mission house banks and ensure prompt resolution of issues affecting the reconciliations. •Develops and/or apply strong internal control practices for an effective and efficient financial management processes and reporting practices to support accurate and complete accounting that meet the requirements of dynamic field operations, while ensuring full compliance with the UN Financial Regulations and Rules and IPSAS policy framework •Implements a robust budgetary and financial performance monitoring programme in the mission including designated service centres for field operations where applicable to identify issues, priorities and exceptions warranting further action which include planning, analysis and monitoring of expenditures, ensuring that financial results of the mission remain within authorized levels.
In cooperation with the Regional Service Centre, Entebbe (RSCE): •Provides oversight to ensure that processing of payments for goods and services received are in accordance with established procedures including availability of appropriate supporting documents for the processing of payments. •Guides the preparation of staff members’ entitlements including claims, danger pay, daily subsistence allowance, mission subsistence allowance, volunteer living allowance and any other allowances for payments in conformity and adherence to applicable United Nations policies e.g., staff rules, financial regulations and rules, ST/AI issuances or practices, IPSAS policy framework etc. •Oversees the timely preparation of year-end reports for the United Nations Joint Staff Pension Fund (UNJSPF) on all pension contributions made by national staff. •Prepares financial reports that informs and meets the need of senior management of the mission, programme and fund center managers throughout the mission, relevant external stakeholders as well as those acting on behalf of the mission at UNHQ. •Provides advice, financial interpretations, adaptations and corrective actions in response to audits and other queries to ensure adherence to the UN Financial Regulations and Rules, Staff Rules, Administrative Instructions, Bulletins and Circulars. •Acts as a Certifying Officer under Financial Rule 105.5 or Approving Officer under Financial Rule 105.4 in adherence with the UN Regulations and Rules. •Manages the staff of the Budget and Finance Section in prioritising, planning and assigning responsibilities, developing and maintaining needed expertise and knowledge, and identifying opportunities for improvement.

Education
|

|
|
Advanced university degree (Master’s degree or equivalent) in business administration, finance or a related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
|
|
|
|
A minimum of 10 years of progressively responsible experience in administration, budget, finance, human resources management or related field is required. Demonstrated experience in results-based approaches to budgeting is desirable. Experience in peacekeeping is desirable.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of another official United Nations language is desirable.
|
|
|
|
