|
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The position is located in the Technical Assistance Branch of UNEP's Secretariat of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal, the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade and the Stockholm Convention on Persistent Organic Pollutants in Geneva. The Branch is responsible for developing and managing the technical assistance programme of the Secretariat in accordance with the relevant mandates provided by the Conference of the Parties to the three conventions. As part of the technical assistance programme, the Branches the implementation of capacity-building and training activities, including workshops, webinars and on-line training, as well as the development of relevant training tools and material.

Responsibilities
|
|
|
|
Under the overall supervision and guidance of the Chief of Branch, the incumbent has the following responsibilities: 1.Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyses programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.2.Researches, analyses and presents information gathered from diverse sources; organizes and prepares written outputs, e.g. drafts background papers, analysis, sections of reports, studies and inputs to publications.3.Gathers information from stakeholders; reviews, analyses and interprets responses, identifies problems/issues/needs, and prepares conclusions and recommendations.4.Provides guidance to programme and project managers on project design and formulation; organizes and conducts working sessions with managers and staff.5.Provides expert advice on programmatic and policy issues, and coordinates policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies, etc.; selects and supervises project consultants.6.Provides substantive inputs, expert guidance and backstopping to meetings of the conferences of the parties, subsidiary bodies, technical bodies and other meetings and workshops; e.g. proposes agenda topics, identifies participants, prepares documents and presentations, develops or facilitates the development of guidelines and tools etc.; may serve as coordinator for the preparation and running of meetings the scientific subsidiary bodies.7.Analyses the objectives and scope of major international meetings and workshops; advises on the Secretariat's participation in and eventual contribution to such events; reports on events and propose and coordinates subsequent follow-up activities.8.Performs consulting assignments, in collaboration with the clients, by planning consultative meetings, workshops or through other interactive sessions; initiates and coordinates outreach activities; conducts training workshops, seminars, etc. with a view to channelling resources, sharing information and technology and raising awareness.9.Leads and/or participates in missions, including provision of guidance to external consultants, government officials and other partners and drafting mission summaries, etc.10.Coordinates activities related to budget funding, prepare programme/project proposals, progress and final reports, financial statements, etc.; develop resource mobilisation strategies and action plans; recommends specific actions and initiatives to senior management; provides management support to the implementation of partnerships with donors.11.Coordinates and integrates work of the unit with other units and with other UN agencies, NGOs, international scientific organizations and other partners; establishes and maintains cooperation and linkage with partners. 12. Performs other duties as required.

Education
|
|
|
|
Advanced university degree (Master's degree or equivalent) in physical or environmental sciences, chemistry, public policy, business or public administration, law or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|

|
|
Work Experience
|
|
|
|
A minimum of seven years of progressively responsible experience in physical or environmental sciences, chemical safety, waste management, law, management or related field. Qualifying years of experience are calculated following the receipt of the first level university degree recognised by the United Nations.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the UN Secretariat. For the post advertised, fluency in English (both oral and written) is required. Knowledge of another UN official language is desirable.
|

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
