The post is located in the Independent Evaluation Unit (IEU). IEU is functionally and operationally independent and located in the Office of the Executive Director (OED) of United Nations Office on Drugs and Crime (UNODC). IEU ensures independent, timely and effective evaluations, in line with the standards and norms of the United Nations Evaluation Group (UNEG).
Under the direct supervision of the Evaluation Officer (Deputy Chief) of IEU and the overall supervision of the Chief of IEU, the Evaluation Officer will participate in the planning, preparation, design and implementation of evaluation activities and participate in professionalizing the evaluation function in UNODC, focusing on the three pillars of evaluation (evaluation culture; evaluation norms and tools; evaluation reports).

Responsibilities
|
|
|
|
Within assigned authority, the Evaluation Officer will be responsible for the following duties:
• Provide substantive support to the development of the UNODC normative standards and evaluation tools, such as the evaluation handbook, guidelines, templates, etc. in accordance with the international standards and best practices as identified by the General Assembly, other UN relevant organs and offices, including the United Nations Evaluation Group (UNEG) and ensures adequate involvement of UNODC Member States as per established guidelines.
• Participate in selected, strategic activities of the Unit, e.g. further development of results based management in IEU, development of new monitoring tools, meta analytical reports, etc.
• Contribute to the management of evaluations by ensuring that they are carried out in an impartial, objective and credible manner following UNODC standards and rules, including those provided by the United Nations Evaluation Group (UNEG).
• Provide substantive support regarding the Unit’s communication as well as dissemination strategy for evaluation results, including further developing the IEU website.
• Provide substantive support in proposing improved qualitative and quantitative research methodologies, and in proposing and formulating a strategic approach to evaluations within the overall framework of the relevant international instruments.
• Service and participate in the strengthening of evaluation management capacity in UNODC through systematic needs-assessment for capacity-building and tailored training.
• Coordinate activities related to the planning and preparation of evaluation budgets as well as managing efficiently the use of resources for evaluations.
• Participate in the recruitment of consultants, interns, etc., if requested.
• Undertake outreach activities; make presentations on assigned topics/activities.
• Contribute to the elaboration of the annual work-plan of the Unit.
• Assume additional responsibilities regarding the work, outreach and strengthening of IEU as and when required.
• In cooperation with colleagues, coordinate programme performance reporting.
• Keep abreast of best practices and lessons learned, promoting their use to improve UNODC programmes’ performance.
• Contribute to improving Gender and Human Rights Aspects in the work of IEU.

Has knowledge of qualitative and quantitative research methods; proven ability to produce evaluation reports and papers. Is able to review and edit the evaluation work of others. Education
|
|
|
|
An advanced university degree (Master’s Degree or equivalent) in evaluation, statistics, social sciences, economics or other relevant discipline is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of five years of progressively responsible experience in conducting and managing evaluations including at the international level is required. Comprehensive experience in and knowledge of United Nations policies, procedures and operations is highly desirable. Experience in conducting strategic analysis of evaluations on a meta-level is desirable. Experience in developing results based management systems is desirable.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English, i.e. oral and written proficiency, is required. Knowledge of another official United Nations language, especially French and Spanish, is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
