|
The post is located in the Implementation Support Section (ISS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC), in Vienna. The incumbent will work under the direct supervision of the Senior Programme Coordinator of the Container Control Programme (GLOG80) (Senior Law Enforcement Expert) and overall guidance of the Chief of the Implementation Support Section. The focus of the UNODC Container Control Programme (CCP) is to assist law enforcement agencies to identify and inspect the high-risk containers.

Responsibilities
|
|
|
|
The incumbent will perform the following duties:
• Develop a quality assurance plan for the CCP to ensure that programme processes are used effectively to produce quality deliverables. It involves following and meeting standards, continuously improving the programme work, and correcting programme defects;
• Document the planning, implementation, and assessment procedures for the CCP, as well as any specific quality assurance and quality control activities e.g. quality audit or reviews, code review, that will be executed to monitor that programme processes are properly followed;
• Integrate all technical and quality aspects of the programmes in order to provide guidance and information to the Senior Programme Coordinator, needed for improvements of the Programme;
• Develop tools to analyse the programme’s activities and results;
• Collect and analyse information on the implementation of the Programme in participating countries to ensure consistency across participating countries;
• Review existing technical assessments and concept notes;
• Revise strategies and plans on short and long term, based on the analysis of information and needs assessments gathered;
• Support CCP staff in their duty to plan for and manage planning, monitoring and evaluation processes (e.g. Indicators, Logical Frameworks, Independent Project Evaluations and Participatory Self- Evaluations);
• Ensure that planning and evaluation activities are participatory and include all appropriate stakeholders;
• Give advice to CCP Regional Coordinators to ensure that semi and annual progress reports measure progress against established indicators and baselines;
• Prepare and maintain annual evaluation plans and reports on progress/status of these plans;
• Prepare documentation and papers, including background materials, briefing notes, reports, working papers etc. including on quality assurance;
• Promote CCP’s menu of services and portfolio growth.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in law, criminology, management, public administration, business administration, political or social sciences, economics, international relations or related disciplines relevant to UNODC’s work is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
|
|
|
|
A minimum of seven years of progressively responsible working experience in crime prevention, organized crime, drug control, trade supply chain security or related area in a governmental, multilateral or civil society organization is required. Proven experience in quality assurance and evaluation of projects and programmes is required. Experience with United Nations policies, guidelines and procedures is highly desirable. Experience travelling to developing countries or countries in a post-war phase, is desirable.

Languages
|
|
|
|
English and French are the working language of the United Nations Secretariat. For the position advertised, fluency in English, i.e. oral and written proficiency, is required. Knowledge of another United Nations official language is an advantage.
|

|

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year.
