This position is located in the Conduct and Discipline Unit (CDU), in the Office of the Assistant Secretary-General, Department of Field Support (DFS). The Disciplinary Officer will report to a Senior Officer or the Chief of the Conduct and Discipline Unit.

|
Responsibilities
|
|
|
|
Within delegated authority, the Disciplinary Officer will be responsible for the following duties:
• Serves as a lead disciplinary officer in one or more areas of concentration, and independently handles a wide range of complex disciplinary matters including interpretation and application of rules, regulations and procedures in matters of staff misconduct • Coordinate requests and/or responses where necessary in matters related to conduct and discipline pending before the Management Evaluation Unit (MEU) and the UN Dispute Tribunal (UNDT); • Monitors, analyses and reviews investigation reports, Board of Inquiry reports and Office of Internal Oversight Services (OIOS) reports and recommends appropriate action in disciplinary cases involving United Nations personnel • Provides advice on diverse substantive and procedural questions of considerable complexity in the area of conduct and discipline, which may include those related to peacekeeping and other operational matters, etc. • Performs extensive research and analysis and prepares legal opinions, studies, memoranda, reports, and correspondence; provides disciplinary advice to the unit/division. • Services, commissions, committees, task forces, expert groups and other bodies, including preparation of background materials, summaries of issues and views of delegations, meeting reports, etc and provides advice, support and guidance relevant managers at Headquarters, and Conduct and Discipline personnel and managers in field missions. • Reviews, advises on and drafts complex, agreements, institutional and operational modalities, or submissions and other legal documents; develops new modalities to meet unique needs/circumstances. • Provides advice on the interpretation and application of staff regulations and rules, including the review of administrative decisions; prepares draft amendments to the staff regulations and rules; prepares draft administrative issuances or amendments thereto and verifies their consistency with the existing staff regulation and rules; prepares analyses and evaluations of human resources policies and practices. • Serves on various standing boards, committees, ad hoc working groups and task forces, as required; promotes the work of the United Nations and represents the organization at meetings, conferences, seminars, etc. • Assists other disciplinary officers, including colleagues in overseas missions, dealing with significant problems as required, and/or mentors and supervises the work of junior disciplinary officers. • Contributes to review and design of new policies, guidelines, etc including the review and analysis of issues and trends in the area of conduct and discipline, particularly with respect to sexual exploitation and abuse;

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in law. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of seven years of progressively responsible experience in the areas of law, administration of justice, human resources as it relates to conduct and discipline is required. Experience in analyzing problems and reviewing investigation reports as well as in providing related recommendations in the areas of conduct and discipline for peacekeeping personnel is desirable. Experience in national or international justice systems is highly desirable. Experience in field missions, particularly in complex emergencies or post conflict environments, is desirable.

Languages
|
|
|
|
French and English are the working languages of the United Nations Secretariat. For this position, fluency in English (both oral and written) is required. Knowledge of another UN official language is an advantage.
|
|
|

Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
|
|
|
|

- Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
