|
This post is located within the Office of the Deputy Executive Secretary for Programme Support of the Economic and Social Commission for Western Asia (ESCWA). The Programme Management Officer reports directly to the Chief of the Programme Planning and Technical Cooperation Section (PPTCS) and will be under the overall supervision of the Deputy Executive Secretary for Programme Support.

Responsibilities
|
|
|
|
The Programme Management Officer will be responsible for carrying out the following:
1. Support the design of ESCWAs Operational Quality Policy in support of ESCWA results Framework and ensure the high quality of ESCWA knowledge products , publications, programming and performance management instruments, capacity development and operational services that are relevant , credible and effective; 2. Design and establish self-assurance systems, tools and instruments for effective and efficient implementation of ESCWA results framework and plans including control mechanisms effective throughout ESCWAs business cycle; 3. Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions; 4. Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change; 5. Researches, analyzes and presents information gathered from diverse sources; 6. Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies; 7. Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions; 8. Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.; 9. Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.; 10. Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities; 11. Performs other duties as required.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of seven years of progressively responsible experience in project or programme management, administration or related area. Experience in programme management including programme monitoring, evaluation and coordination as well as strategic planning is desirable.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations. Arabic is also a working language of ESCWA. For this post, fluency in written and spoken English is required. Fluency in written and oral Arabic is desirable.
|
|
|
|
Assessment
|
|
|
|
