This position is located in the Development Section, Development, Rule of Law and Equality Branch, of the Office of the High Commissioner for Human Rights (OHCHR) New York Office, and the incumbent reports to the Chief of the Development Section.
|
|
|
|
Responsibilities
|
|
|
|
Under the general supervision of the Chief of the Development, Rule of Law and Equality Branch and the direct supervision of the Chief of the Development Section, the incumbent will:
- Provide expert advice, carry out extensive research and analysis, and develop position papers in the assigned areas of responsibility, in particular those related to development policy, programming, the Internationally Agreed Development Goals (IADGs) including the Sustainable Development Goals (SDGs), and the right to development; - Organize seminars, workshops and consultations at the international, regional and national level with stakeholders on promoting better knowledge of international human rights standards and jurisprudence, and exchanging experiences about how international human rights standards as well as legal resources and tools prepared by the United Nations can be used more effectively to promote and protect human rights in the context of development; - Design and develop programs and projects related to human rights and development issues, and organize relevant activities; - Develop guidance tools and other materials and ensure provision of advice to field presences on draft legislation and policies in the assigned area of responsibility;- Ensure integration of international human rights standards and jurisprudence into the development related work of United Nations bodies and specialized agencies; - Support the work of the intergovernmental bodies and expert human rights bodies and provide expert guidance and substantive input to support the work of and strengthen links with the special procedures, the Treaty Bodies, the Human Rights Council, and the Advisory Committee in the assigned area; - Strengthen advice and technical assistance to States, policymakers, parliaments, civil society organizations and other stakeholders, including through the development of advocacy materials and methodological tools; - Take responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work; - Perform other related duties as required.

PROFESSIONALISM:
In-depth knowledge of international human rights law and development; comprehensive knowledge of a wide range of human rights issues related to the given fields of interest, in particular issues related to development, economics, the IADGs including the SDGs, and the right to development; ability to apply expertise to the analysis of a diverse range of complex human rights issues and problems and for the development of innovative and creative solutions; strong analytical skills and ability to conduct comprehensive research on a range of development, economic and social issues including those of a complex and inter-disciplinary nature; proficiency in legal writing and expression and ability to prepare excellent briefs, opinions and a variety of legal instruments and related documents under pressure; and good understanding of contemporary international relations and of the UN system, the organization and it's inter-relationships; takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Education
|
|
|
|
An advanced University Degree (Masters or equivalent) preferably in law, economics, political or social sciences, international relations or other disciplines related to human rights and development is required. A first level university degree in combination with two additional years of relevant experience may be accepted in lieu of the advanced university degree. A combined degree in economics and law, or other discipline related to human rights, would be an advantage.

Work Experience
|
|
|
|
At least 7 years of progressively responsible experience in the fields of human rights and development, of which at least 4 years at the international level are required. Experience in working with national stakeholders is required. Experience in research, advocacy, policy development and analysis, development of tools, guidelines and delivering training and assistance is required. Experience in integrating human rights within economic policy analysis at global or national levels would be an advantage.

Languages
|
|
|
|
Fluency in English is required. Working knowledge of French or another UN language is highly desirable.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
|

Extension of the appointment is subject to Extension of the mandate and/or the availability of the funds. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
