|
This position is located in Goma, United Nations Organization Stabilization in the Democratic Republic of Congo (MONUSCO). The Special Assistant will report directly to the Deputy Special Representative of the Secretary General (DSRSG) for Operations and the Rule of Law (RoL).
|

|
Responsibilities
|
|
|
|
Within limits of delegated authority, the Special Assistant will be responsible for performing the following duties:
Coordination and Facilitation - Provide substantive and practical support to the DSRSG Operations and RoL in implementing the Mission’s mandate; Keep the DSRSG informed on all matters requiring his personal attention, assist in formulating options as to how those matters might be handled, and ensure appropriate follow-up, as directed. - Organize and manage the DSRSG's priorities and activities, prepare written summaries and conduct follow-up activities, as appropriate; coordinate/draft correspondence and key documents for the DSRSG's signature. - Develop and maintain collaborative relationships with mission components, the broader UN family, donors and other national and international partners on coordination and policy matters.
Political Analysis, Advice and Reporting: - Identify, analyze and monitor political and operational developments, trends and emerging issues in relation to the implementation of the Mission's mandate; assess implications of political developments on mandate delivery, make recommendations to the DSRSG on possible policies, strategies and other measures to address issues of concern and to advance mandated objectives; - Coordinate/draft summary and analytical reports, including, but not limited to: reports of the Secretary-General, talking points, briefing notes, code cables, pillar statements and speeches for senior leadership.
Management: - Manage the DSRSG Operations & RoL front offices both in Goma and Kinshasa and supervise all substantive and support staff in the front office; assist in the selection of new staff. - Oversee all operational issues for the pillar of the DSRSG Operations and RoL in close collaboration with sections chiefs and field offices; Assist in formulating and managing the implementation of the Pillar’s programme of work, including through support to planning and budgetary processes. - Perform other relevant duties as requested by the DSRSG.

Education
|
|
|
|
Advanced university degree (Master's degree or equivalent) in political science, international relations, social science, economics, law, public administration, or a related field. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|

|
Work Experience
|
|
|
|
A minimum of ten years of progressively responsible experience in political affairs, diplomacy, conflict resolution, or related field. Extensive experience in political outreach, facilitation, analysis, advice and reporting is required. Experience managing front office operations is required. Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) -or similar international organization or non-governmental organization- in a conflict or post-conflict setting is required. Previous experience working in the office of a senior public official and/or as a Special Assistant (or similar) to a senior public official is required.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English and French is required.
