This position is located in Goma in the United Nations Organisation Stabilization Mission in the Democratic Republic of the Congo (MONUSCO).
Reporting to the DSRSG Operations and Rule of Law, the Chief of Office (CoO) is responsible for ensuring the integrated and coherent functioning of the Operations and Rule of Law (RoL) pillar, with a focus on programmatic and operational issues across the pillar and in the nine Field Offices. The CoO oversees the core mechanisms and processes that enables the components under the responsibility of the DSRSG Operations and RoL to achieve Mission priorities and implement the mandate in an integrated, operations focussed and coherent manner, in particular through strategic and operational planning and implementation, integrated management of activities, policy coordination, senior-level decision-making and information delivery.

Responsibilities
|

|
|
Within delegated authority, the Chief of Office will be responsible for the following duties:
Management • Ensures the effective direction and integrated management of all activities of the components and the field offices under the pillar in line with the strategic vision and guidance of the DSRSG Operations and RoL. • Leads and oversees the internal management of the components under the pillar as directed by the DSRSG Operations and RoL, including the development, advice and promotion of policies on operational and management issues. • Facilitates and support the components and Field Offices to translate policy intent and high-level direction of the mission leadership into viable and coherent programmes of work, and works with components in the pillar providing advice and guidance to ensure effective implementation. • Under the direction of the DSRSG Operations and RoL, oversees core integrated processes and mechanisms within the pillar that enable the integrated delivery of the mission's mandate in the field, in collaboration with the DSRSG RC/HC pillar, military and other Mission components, including programme management, reform/change management, information management and crisis management. • Oversees the coordination of and support to components and Field Offices under the pillar. • Serves as the focal point in the Office of the DSRSG Operations and RoL for all sensitive personnel and management issues.
Planning and budgeting • Oversees the development of integrated strategic and operational plans for mandate implementation of components under the Operations and RoL pillar and within the Field Offices, ensuring that they accurately reflect the mission mandate and priorities, priorities of the pillar and a mission-wide integrated approach to implementation. • In coordination with the Director of Mission Support, ensures an integrated approach to the budget processes for the pillar, including the results based budget, alignment with strategic and operational plans of Field Offices and Components and adequate provisions to meet resource requirements, and oversees the process, as it relates to the pillar. • Ensures that the resources provided to the pillar are used efficiently and effectively. • Periodically reviews, with the mission leadership team, the delivery of work plans, identifying necessary adjustments to mission plans and/or revised assumptions, as appropriate.
Policy • Provides guidance to the DSRSG Operations and RoL and pillar components on United Nations policies and procedures. • Coordinates the development and implementation of cross-cutting and management policy among the various components under the DSRSG Operations and RoL pillar. • Ensures that advice and information on mission-wide cross-cutting issues is coordinated with all relevant components of the Mission prior to submission to the DSRSG Operations and RoL. • Provide expertise to the DSRSG Operations and RoL and pillar components on substantive programmatic matters, particularly related to protection, restoration of state authority and stabilisation in areas affected by armed conflict; develop policy papers, whenever necessary.
Communications and information management • Ensures effective functioning of coherent communications structures and systems across the Operations and RoL pillar that are integrated with Mission-wide communication plans and serves as the focal point for communication within the pillar. • Oversees mission component-wide, integrated procedures and systems for information analysis and management, including intra-mission information sharing, reporting requirements, security classification and records management. • Oversees the implementation of knowledge management approaches throughout the pillar, such as handover notes, best practices notes, after-action reviews and end-of-assignment reports.

Education
|
|
|
|
Advanced University Degree (Master's degree or equivalent) in social sciences, political science, international relations, programme management, business or public administration, management or related fields. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

|
Work Experience
|
|
|
|
A minimum of fifteen (15) years of progressively responsible experience in such areas as: political, social, humanitarian, development, public or business administration, program management or related field is required. A minimum of five (5) years experience in a management position with responsibility for strategic/operational planning and/or development and implementation of a strategic programme is required. A minimum of two (2) years in a United Nations field operation within an integrated mission, common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) -or similar international organization or non-governmental organization- in a conflict zone, a hardship non-family duty station or post-conflict setting is required. Prior experience in providing high-level policy and technical advice to UN senior officials on substantive matters including protection, restoration of state authority, stabilisation or peace building is desirable.
