|
The post is located in the Dangerous Goods and Special Cargoes Section of the Sustainable Transport Division of the United Nations Economic Commission for Europe (UNECE). The Sustainable Transport Division works to facilitate the international movement of persons and goods by inland transport modes and improve competitiveness, safety, energy efficiency and security in the transport.

Responsibilities
|
|
|
|
Under the direct supervision of the Chief of the Dangerous Goods and Special Cargoes Section and overall supervision of the Director of the Sustainable Transport Division, the incumbent:
1. Acts as Secretary of the UNECE Working Party on the Transport of Perishable Foodstuffs (WP.11). This involves:
(a) Planning and organizing WP.11 sessions;
(b) Preparing substantive documentation, agendas and reports for the meetings;
(c) Undertaking follow-up actions;
(d) Preparing legislative texts, such as amendments to the Agreement on the International Carriage of Perishable Foodstuffs and on the Special Equipment to be used for such Carriage (ATP).
2. Assists the Chief of Section in servicing meetings of the ADN Safety Committee (WP.15/AC.2) and the ADN Administrative Committee and other technical meetings as required. The European Agreement concerning the International Carriage of Dangerous Goods by Inland Waterway (ADN). This involves:
(a) Preparing, reviewing and editing technical papers;
(b) Checking documentation submitted by governments, international organizations and individual experts;
(c) Preparing annexes to reports of meetings;
(d) Assisting the secretary of the meetings with administrative and technical questions;
(e) Preparing legislative texts, such as amendments to the ADN and revised consolidated editions of ADN.
3. Maintains contacts with government representatives and specialized international organizations in order to: - Clarify technical problems - Obtain or provide information on specific aspects of dangerous materials and their transport; - Provide assistance to governments for interpretation or implementation of ATP and ADN.
4. Develops and maintains databases in view of Electronic Data Processing (EDP) applications in the field of regulations applying to the transport of dangerous goods and perishable foodstuffs.
5. Contributes to transport policy messages relevant for the transport of sensitive cargo.
6. Represents the secretariat at working groups and other meetings to:
- Be informed of developments in the field of transport of dangerous goods and perishable foodstuffs. - Make verbal statement of technical nature; - Contribute to the work of those groups/meetings.
7. Performs other related duties as required.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in physics, chemistry or other science with good background in physics and chemistry or related area. A first-level university degree in combination with at least two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|

|
|
Work Experience
|
|
|
|
A minimum of five (5) years of progressively responsible professional experience in an occupational area related to chemical safety or food safety is required. At least two years of experience related to transport of dangerous goods or perishable foodstuffs is required. Proven experience in drafting reports and/or preparing publications of a technical nature and in the use of Electronic Data Processing techniques is desirable. Experience of intergovernmental meetings as a delegate or in the secretariat is also desirable.

Languages
|
|
|
|
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of Russian is an advantage

|
Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
|
