|
This temporary position (to fill in for a staff member on Special leave without pay) is within the Security Sector Reform Unit, Office of the DSRSG Rule of Law, UNMIL. The Security Sector Reform (SSR) Officer reports to the SSR Adviser and Head of Unit, under the Office of the Deputy Special Representative to the Secretary General for Rule of Law (O/DSRSG-RoL). The focus of this position is on the planning, implementation, monitoring and evaluation of SSR support to nationally-owned SSR efforts, in line with SCR 2151 (2014), UN guidance and UNMIL’s mandate SCR2190 (2014)

Responsibilities
|
|
|
|
Within delegated authority, the SSR Officer will be responsible for the following duties:
• Assists in the overall management and administration of the SSR capacity within the Mission. Also provides support in the development of the SSR capacity’s support to national SSR efforts, as well as the day-to-day coordination of activities with other mission components (e.g. political, military, civilian; communications/public affairs; legal; policy/planning; mission analysis, etc.) and UN entities.
• Supports the provision of strategic and technical advice to both national stakeholders and Mission/UNCT leadership on security sector-wide issues, with special emphasis on civilian oversight, management and coordination.
• Supports the development of mission strategy, policy and proposals with respect to support of national SSR efforts.
• Supports the delivery of coherent ‘one-UN’ support of national SSR efforts, together with all relevant Mission/UNCT interlocutors, including coordination of Mission-UNCT assistance and through effective integration of all SSR programmes/projects and related activities undertaken by Mission components.
• Supports the provision of advice and assistance to key parties (e.g. SSR unit management and staff, established Commissions, government officials, etc.); consults with relevant stakeholders through inclusive and participatory processes.
• Contributes to the preparation of budget documents and preparation of input for results-based budgeting;
• Responds to requests from the SSR Unit, OROLSI, DPKO.
Additional duties:
• Assists national efforts to mobilize and coordinate international assistance to security sector initiatives.
• Prepares substantive input to SSR position papers and reports for presentation to relevant bodies.
• Provides substantive support to the organization of meetings, seminars, and other events on substantive issues; including proposing agenda topics, identifying participants, preparing documents and presentations.
• Organizes and/or undertakes research on various aspects of SSR work; analyzes and presents information gathered from diverse sources; identifies problems and issues to be assessed and proposes corrective actions and/or way forward.
• Performs other related duties as required.

• Professionalism: In-depth knowledge and understanding of the Mission’s mandate and strategic direction. Demonstrated knowledge of security sector reform (concepts, terminology, research, and policy literature), in particular security sector-wide issues, with special emphasis on civilian oversight, management and coordination, and its relationship and linkages to the Mission’s broader framework. Experience in supporting the design and implementation of SSR strategies and programmes/projects, in particular at a sector-wide level. Ability to support inter-disciplinary/interdepartmental teams and task forces. Proven strengths in policy and operational-level coordination. Ability to analyze matters pertaining to a broad spectrum of SSR issues/problems and to produce reports on these issues. Experience in ensuring effective integration of inter-connected programmatic/organizational components/activities to achieve coherent programmatic/organizational delivery. Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in security sector management, international relations, law, business administration/management or related field. A first-level university degree in law in combination with qualifying experience may be accepted in lieu of an advanced university degree.
|

|
Work Experience
|
|
|
|
A minimum of five years of progressively responsible professional experience in the area of security sector reform (SSR) or related area. Experience in SSR at the sector-wide level is highly desirable. Experience in the coordination, development and implementation of SSR programmes and projects in post-conflict contexts is highly desirable. Experience providing technical support in the area of SSR to peace operations is highly desirable. Previous experience in a United Nations peacekeeping or special political mission is desirable.

Languages
|

|
|
Fluency in spoken and written English is required. Knowledge of a second UN language is an advantage.
|

|
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

|
Please note that this is a temporary job opening to internal as well as external candidates. The position is available for six months and selected candidate is expected to start as soon as possible. All posts are subject to availability of funds.
• A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. For full information on eligibility requirements, please refer to section 5 of ST/AI/2010/4Rev.1 on Temporary Appointments. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.
• Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.
• Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.
• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
