The position is located within the Office of the Special Adviser to the Secretary-General on Yemen (OSASG-Yemen) in the Security Section in Sana'a. Under the overall supervision of the Chief Security Officer (CSO) the Close Protection Officer reports directly to the Team Leader Close Protection Unit.

Responsibilities
|
|
|
|
Within delegated authority and under the direct supervision of the Close Protection Team Leader, the Close Protection Officer will carry out the following duties: • Conducts close protection operations for Senior UN Officials; • Remains within the proximity of the Senior UN Officials at all times and implements mitigating measures to preserve his/her security, safety and wellbeing; • Remains vigilant and alert in case of threat to the Senior UN Officials; • Maintains effective and efficient security coverage for the working office and when assigned at the personal residence of the Senior UN Officials; • Conducts close protection operations as outlined in the UN close protection policies and guidelines; • Coordinates activities with relevant parties including other appropriate security organizations as required; • Co-ordinates with local authorities during close protection operations; • Conducts advance work and implement pre-established security arrangements; • Contributes to pre-deployment briefings; • Operates all close protection equipment to ensure equipment readiness; • Assists in training session on close protection subjects to keep abreast with current tactics and techniques; • Whenever necessary, supervises the Close Protection Unit drivers in the performance of their assigned duties; • Contributes to making determination of equipment, facility and supply needs based on operational requirements; • Perform any other duties as required.
Work implies frequent interaction with the following: • Team Leader Close Protection Unit and CSO • Close Protection and Security Officers in the mission and other UN agencies • Staff in the Office of the Senior UN Officials • Staff in the Mission Support • Local security officials • Security officials of other national and international organizations

Education
|

|
• High school diploma or equivalent technical or vocational certificate. • A valid driver’s license is required. • UNDSS Close Protection Officer Certification (CPOC) is highly desirable (and will be expected for future advancement in this field).
Other: • Completion of an international, national or commercial close protection training is desirable • Recent (within two years) successful completion of an emergency trauma bag certification or equivalent of a first aid certification is desirable • High standard of physical fitness is required. • Training in martial arts and/or specialized security practices is an asset.

Work Experience
|
|
|
|
• A minimum of five years of experience in the military, police or security management is required. • A minimum three years of progressively responsible experience in close protection with a national, private or international security organization is required. • At least one year experience and exposure at the international level and in a conflict or a post conflict environment is required. • Experience and proficiency in the use of close protection weapons, communications, surveillance equipment, and vehicles is required; • Knowledge of operational environment of Middle East is desirable; • Experience in close protection of one or more principals, static and mobile protection, close protection command post operations, close protection response techniques, and conduct of close protection training is desirable.

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English and Arabic are required.

Notes:
• A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. For full information on eligibility requirements, please refer to section 5 of ST/AI/2010/4Rev.1 on Temporary Appointments. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.
• Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.
• Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.
• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
• The expression “Internal candidates”, shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15.
