This post is located in the Executive Office of the Department of Political Affairs. The P-3 Finance and Budget Officer reports to the Finance and Budget Officer (Team Leader).
|

|
|
Responsibilities
|
|
|
|
Within delegated authority, the Finance and Budget Officer will be responsible for the following duties:
BUDGET PREPARATION: •Reviews and analyses data with respect to the finalization of cost estimates for the Department, DPA-administrated Trust Funds, and Special Political Missions (SPMs) as well as ad hoc programme activities. •Provides support to programme managers with respect to the elaboration of resource requirements for budget submissions. •Reviews, analyses and provides input into finalization of budget/financial implications in light of additional mandates. Provides substantive support to relevant intergovernmental and expert bodies in their budget review; assist in securing approval from legislative bodies.
BUDGET ADMINISTRATION: •Monitors allotments, including redeployment of funds when necessary, ensuring appropriate expenditures. •Monitors budget implementation and determines/recommends reallocation of funds when necessary. •Monitors expenditures to ensure that they remain within authorized levels. •Reviews all requisitions for goods and services to ensure correct objects of expenditure have been charged, ensuring availability of funds. •Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. •Prepares and reviews financial reports to donors on use of funds. •Prepares relevant documentation with respect to budget performance submissions. •Reviews and makes appropriate recommendations with respect to the finalization of budget performance reports, analysing variances between approved budgets and actual expenditures. •Provides expert advice to programme managers on correct procedures, interpretation of Financial Rules and Regulations. •Prepares monthly reports on the status of allotments; monitor obligations/expenditures and review unliquidated obligations. GENERAL: •Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. •Monitors and supervises the work of subordinate staff as required. •Performs other related duties, as assigned.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in accounting, business administration, finance, or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
|
|
|
|
A minimum of five years of progressively responsible experience in finance, administration, budget, business administration or related area is required. Experience working for an international organization is desirable. Experience in trust fund management is desirable.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
|
|
|
|
Special Notice
|
|
|

This post is financed for at least one year by general temporary assistance funds. Extension of the appointment is subject to budgetary approval of funds.
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
