The position is located in the Staff Development and Learning unit (SDLU), Administrative Services Branch (ASB), in the Office for the Coordination of Humanitarian Affairs (OCHA), in Geneva. The incumbent will report to the Staff Development Officer.

|
Responsibilities
|
|
|
|
Within limits of delegated authority, the Staff Development Officer will be responsible for the following duties:
Design, implement and organize specific training programmes, such as the Humanitarian Field Coordination Programme, customized induction courses and thematic/technical programmes. Systems and Procedures: Support and enhance the implementatiokn of the organizational learning strategy, enhance coherence of overall OCHA learning programmes; Promote transparency, accountability and equitable learning opportunities to all staff; Support the implementation of OCHA’s learning management system, including design, set up and administration. Planning and Reporting: Just in time accurate reporting and tracking of learning activities and expenditures;establish the annual training plan and coordinate learning activities within OCHA to meet the organizational needs and priorities in a systematic and comprehensive way. Coordinate and manage the design and development process of OCHA specific staff development and learning projects based on the main goal of which is to ensure that OCHA staff (Headquarters and field-based) has the required competencies, skills and knowledge to fulfil their roles and responsibilities, by: - Identify and prioritize core functional competencies that need to be addressed through training for OCHA staff in various functions and levels. - Identify and prioritize learning initiatives that contribute best to closing existing functional competency gaps. - Identify external consultants and coordinate design and development of OCHA specific training initiatives as and when required. Ensure adequate funding, smooth administrative planning and reporting on SDL activities. Establish system for local Focal Points for SD&L and substantive matter experts to support training needs. Develop project cost plans and monitor expenditures accordingly. Ensure just-in-time purchase of quality services needed to implement projects satisfactorily. Provide OCHA Management and Donors with regular reports on funds used and objectives achieved. Support and advise management, supervisors and individual OCHA staff members on recommended external and internal learning and training opportunities that would enhance performance of individual staff and/or OCHA teams in the Field or at Headquarters. Maintain good overview of relevant external training offers and potential collaborating partners. Communicate learning policy issues, services and offers effectively to OCHA managers and staff. Promote linkages with performance management with emphasis on development plans for individual staff members. Act as an in-house training/learning consultant on effective learning methodologies and techniques as well as evaluation methodologies to assess learning outcomes and longer-term impact. Maintain a good insight on new trends in learning methodologies and approaches; identify best practices concerning new learning technologies and effective techniques to be adapted to OCHA. Assess evaluation reports and impact studies on existing programmes and services and identify solutions to address areas that need strengthening. In close cooperation with the relevant Human Resources units, ensure the implementation, evaluation and continuous improvement of the OCHA Induction Package for newly hired Headquarter and Field Staff; continue to build the Induction Package based on identified areas for strengthening; ensure involvement and adoption of common approaches to induct new staff across Field Offices and Headquarters Managers as well as the Personnel Unit in OCHA's Administrative Office in Geneva. Supervise the work of OCHA's Training Assistant and ensure that she/he performs at the best of his/her potential: - Ensure a motivating and challenging working environment and tasks. - Coach and guide the Training Assistant in his/her work. - Assess work performance in a transparent and objective manner.

Education
|
|
|
|
Advanced university degree (Master's degree or equivalent) in educational technology, instructional design, adult education, psychology, or other related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|

|
Work Experience
|
|
|
|
A minimum of five (5) years of progressively responsible experience in adult learning, training, staff development, instructional design or related area is required. At least two (2) years of field experience in the area of staff development or capacity building applied to humanitarian affairs is required. Experience within the UN common system is desirable. Experience in monitoring and evaluation, and research, is desirable.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (oral and written) is required. Knowledge of French is desirable. Knowledge of another official UN language is an advantage.
