This position is located in the Innovative Policies Development Section within the Economic Cooperation and Trade Division of the Economic Commission for Europe (UNECE). The Chief of Section reports to the Chief of Economic Cooperation and Trade Division.
UNECE's trade programme focuses on the following key areas of work, namely: Developing and maintaining effective international trade-related instruments, norms, standards and recommendations, in response to the needs of the global economy; Reducing barriers to trade in goods and services in all countries, and UNECE Member States in particular, through greater implementation of international and UNECE norms, standards, instruments and recommendations, especially in trade facilitation; Facilitating trade policy development through the provision of an international platform for the exchange of views, particularly for the benefit of countries with economies in transition. Examples include trade security, European integration and sustainable development.

Responsibilities
|
|
|
|
Within delegated authority, and under the overall direction of the Chief of the Division, the incumbent will be responsible for the following: • Leading, organizing and overseeing the work on promoting an international policy dialogue and related analytical work carried out in support of the UNECE Committee on Innovation, Competitiveness and Public-Private Partnerships. Such work implies knowledge sharing, review, critical assessment and adaptation of relevant national and international experiences with a view to identifying good practices and lessons learned and developing proposals for policy recommendations and draft guidelines in thematic areas of the Committee, such as innovation and competitiveness policies; financing innovative development; developing interlinks with other thematic areas of the Committee, such as entrepreneurship and enterprise development and public-private partnerships within the Committee’s Programme of Work. • Development and strengthening of cooperation, knowledge sharing and exchange of experiences among the Committee’s Teams of Specialists and networks of experts from the government and non-government sectors that deal with matters and have practical experience on issues included in the Committee’s terms of reference and Programme of Work. Development and strengthening of cooperation with other international, regional and national organizations, programmes and other entities on related issues. Identifying of specific tasks in the context of the Committee’s Programme of Work that could be entrusted to external partners and overseeing the organization and conduct of thematic groups of experts and task forces that could be established to undertake related specific time-bound tasks. • Overseeing the preparation and conduct of technical cooperation activities, including policy-advisory services and capacity-building workshops, seminars and other activities, organized by the Division with a view to exchanging best practice and assisting national policy-makers and other stakeholders in the implementation and adaptation of policy recommendations and guidelines emanating from the Committee on Innovation, Competitiveness and Public-Private Partnerships. Ensuring that such activities are demand driven, carried out in cooperation with other relevant organizations and partners, produce tangible results and are properly evaluated. Consulting with Governments with a view to assessing their needs for technical cooperation support in thematic areas covered by the Committee’s Programme of Work, and undertaking fund-raising in support of such activities. • Overseeing the management of activities undertaken by the Section and their coherence with the Committee’s Programme of Work. Supervising current substantive work and support activities of the Section’s staff members and ensuring that programmed activities are carried out in a timely fashion. Ensuring that the substantive outputs produced by the Section maintain high-quality standards and comply with the relevant mandates and requirements of the Committee’s Programme of Work. Ensuring the preparation of high-quality documentation commissioned to external groups/task forces/experts. • Contributing to the preparations of the draft work programme of the Division, proposals for the Committee’s Programme of Work, proposals for programme budgets, reports on programme performance, inputs for results-based budgeting and performance evaluation. • Fostering teamwork and communication among staff in the Division and across organizational boundaries. Managing, guiding, developing and training staff under his/her supervision. • Representing the UNECE Secretariat, as may be required, at inter-agency, regional or national events, conferences and other meetings on matters related to the Programme of Work of the Committee on Innovation, Competitiveness and Public-Private Partnerships. • Performs other related duties as required.

Education
|

Advanced university degree (Master’s degree or equivalent) in one or more of the following areas: economics, finance, business, public administration or a related discipline or related area. A PhD degree in one of these disciplines is desirable. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
|
|
|
|
At least 10 years of progressively responsible experience at the national and/or international level in at least one of the following areas: innovation policy, knowledge-based development, economic competitiveness and/or economic diversification is required. Experience in the organization of expert meetings, capacity-building and/or other technical cooperation activities is required. Work experience in countries with economies in transition in Eastern Europe, the Caucasus and Central Asia is desirable.

Languages
|

Fluency in English (both oral and written) is required. Working knowledge of Russian and/or French is desirable.
