Org. Setting and Reporting

|
This position is located in the Supply Section, Integrated Support Services (ISS) of the United Nations Operations in Cote d'Ivoire (UNOCI). The Supply Officer will report to the Chief Supply Officer.
Please note that UNOCI is in drawdown phase. Priority consideration would be given to internal candidates subject to a retrenchment exercise.

Responsibilities
|
|
|
|
Within delegated authority, the Supply Officer will be responsible for the following duties:
• Develops, reviews, monitors, assesses and manages technical contracts for the provision of support services.
• Plans and prepares current cost estimates/budget implications and long term forecasts of Organization’s requirements for machinery, equipment, tools, materials, services, supplies, food aid and utilities.
• Designs, develops and updates relevant software for tracking, reconciliation, and costing purposes.
• Initiates actions leading to procurement, maintenance and disposal of items.
• Undertakes market research and reviews best practices in contract development and adapts such practices to United Nation’s (UN) requirements.
• Establishes and/or reviews mission requirements. Initiates actions to fulfill and control these requirements.
• Conducts technical survey visits both in startup phase and during implementation to plan and ensure most efficient use of resources.
• Develops plans for redeployment of assets when Missions are liquidated.
• Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
• Analyzes problems, audit and performance reports on mission activities and provides remedial action programs where required.
• Maintains accurate allocation and control of all equipment and stores received, stored and distributed by the mission.
• Manages field supply delivery operations.
• Prepares Service Entry Sheets for submission to Finance and Budget Section.
• Reviews, prepares, defends supply related Headquarters Committee on Contracts (HCC) cases and initiates action to fulfill and control these requirements.
• Provides guidance to, or supervises new/junior staff.
• Performs other related work as required.

Education
|
|
|
|
High school or equivalent diploma is required. Certificate in food safety management systems or food production is desirable.
|
|
|
|
Work Experience
|
|
|
|
A minimum of ten years of progressively responsible experience in supply services, administration, logistics, engineering, project management or related area. The minimum years of relevant experience is reduced to five years for candidates who possess a first level university degree. Experience in the development of electronic mechanisms and processes to monitor and control usage of food along with performance and invoicing management is desirable.

Languages
|
|
|
|
English and French are the working languages of the UN Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of French is desirable.
