The objectives are:
a. To evaluate the progress with the implementation of the EU Species Action Plan for the Egyptian Vulture in the EU Member States, and as far as possible in countries that represent the non-breeding range of the species.
b. To estimate the degree of achievement of the EU SAP objectives (i.e. ‘distance to target’) by assessing them against the most recent population numbers and trends.
c. To draw conclusions about the effectiveness of the SAP to date and indicate possible revisions and improvements.
d. To identify potential synergies and lessons learned that should be considered by those involved in the development of the Flyway Action Plan covering the Balkans and Central Asia.
e. To consider the feasibility of incorporating the EU SAP (and planned FAP) into a future Global Action Plan for the species, including the steps needed and a suggested timeline.

Duties and Responsibilities
|
|
|
|
The Egyptian Vulture (Neophron percnopterus) is migratory and is currently the most threatened bird of prey in the Western Palearctic (category Endangered in the IUCN global Red List). As such it is of high priority species for conservation under the Convention on Migratory Species (CMS) and is listed in Category 1 (Globally Threatened and Near Threatened species) of the CMS Memorandum of Understanding on the Conservation of Migratory Birds of Prey in Africa and Eurasia (Raptors MoU).
The Consultant will be responsible for the review of the implementation of the European Union Species Action Plan for the Egyptian Vulture, since its adoption in 2008. The Consultant will report to the Programme Officer - Birds of Prey (Raptors), Coordinating Unit of the Raptors MoU.
Three rounds of evaluations of EU Species Action Plans have been carried out using a methodology developed by BirdLife International (Gallo-Orsi, 2001; Nagy & Crockford, 2004; Barov & Derhé, 2010). The proposed evaluation is to be undertaken using the same methodology for reasons of consistency and comparability. In short this methodology includes:
a. Development of standard questionnaire and its translation into key languages;
b. Identification and establishment of contacts with official representatives and experts from across the SAP range that are able to provide the required information.
c. Data gathering using the questionnaire, web-tools and on-to-one communication, if needed.
d. Review of published references from the scientific literature and official data sources.
e. Data analysis and drafting of the Evaluation Report, including synergies with the proposed FAP, lessons learned and feasibility of future development of an integrated Global Action Plan for the species.
f. Consultation review of the draft Report, recommendations and Final Report.
