Org. Setting and Reporting

|
This position is located within the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO) in Goma. It encompasses sub-functional specialties such as human resource administration, programme planning, budgeting, and implementing, monitoring and evaluation of business functions, and logistics. The Administrative Officer report directly to the Deputy Director of Mission Support as the First Reporting officer, and to the Director of Mission Support as the Second Reporting Officer.

Responsibilities
|
|
|
|
Within delegated authority, the Administrative Officer P-3 will be responsible for the following duties: HUMAN RESOURCES MANAGEMENT • Effectively coordinates actions relative to the administration of human resource activities, e. g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures. • Defines conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
BUDGET AND FINANCE • Takes the lead with respect to the preparation and implementation of the work programme, ensuring that financial resources are utilized to implement activities in accordance with the Programme Budget and allotments issued and within the financial rules and regulations. • Monitors and reviews the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan. Coordinates the production of programme reports. • Defines requirements and work with systems units with respect to improving resources management, control and reporting, and their cost effective utilization. • Develops procedures and implement same to ensure that accounting and financial management controls are consistent with UN policy and practice, and within IPSAS and Umoja frameworks. Coordinates all activities as per the IPSAS project management tool, and reports on progress thereof. • Supervises and/or provides guidance on financial administration and management information issues and practices to colleagues. • Provides guidance and leadership to more junior staff.
GENERAL ADMINISTRATION • Oversees work related to procurement, billing and receipt of income from various services, procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services. • Reviews adequacy of space requirements under Deputy Director of Mission Support pillar, and oversees subsequent allocation. • Reviews issues arising from Deputy Director of Mission Support pillar, including issues raised by auditing and legislative bodies, and oversee subsequent implementation. • Manages/coordinates all activities for the successful deployment of Umoja solution at site, including the Umoja User Security Access provisioning to ensure compliance with Delegation of Authority (DoA) and users have access to the appropriate Umoja transactions, monitoring and update of the Umoja Readiness Dashboard, and data governance and standards. • Oversees activities performed by Local Process Experts, Local Service Desk and ensures end-users complete the required training programs to allow them to transact in Umoja SAP. • Oversees the identification of office technology needs and maintenance of equipment, software and systems, coordinating enhancements as necessary. • Performs other related work as required.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
|

Work Experience
|
|
|
|
A minimum of five years of progressively responsible experience in administration, finance, accounting, human resources management, logistics or related field. Familiarity with UN rules and regulations as well as experience in UN field operations is desirable. Knowledge of IPSAS policy framework and Umoja end-to-end processes is required.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the UN Secretariat. For the position advertized, fluency in spoken and written English and French is required.
|
|
|
|

|
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
