|
The position is located in the Operations Support Unit (OSU), Administrative Services Branch (ASB), in the Office for the Coordination of Humanitarian Affairs (OCHA), in Geneva. The incumbent will report to the Chief of Unit.
|
|
|
|
Responsibilities
|
|
|
|
Under the direct supervision of the Chief of the Operations Support Unit, and within delegated authority, the incumbent will be responsible for the following duties:
1) SERVE AS ADVISORY FOCAL POINT ON LOCAL SERVICES PROVIDERS:
- Serve as focal point between the Administrative Services Branch and OCHA’s field presence to coordinate and facilitate timely and effective operational and administrative support mainly in relation to local service providers, including as custodian of the Community of Practice on Field Administration
- Maintain active liaison within the Operational Support Unit and across the Administrative Services Branch in order to provide comprehensive guidance and advice on local service provider matters to OCHA field offices.
2) PROVIDE ADMINISTRATIVE SURGE SUPPORT:
- Undertake regular missions to field locations to provide direct support to field offices as surge support during emergencies or as back-up capacity during critical situations
- Organize pre-deployment briefings of administrative field staff and contribute to the development of new or improved induction tools and trainings for administrative field staff, including the organization of global workshops on relevant issues.
3) DEVELOP POLICY AND ADMINISTRATIVE GUIDANCE:
- Contribute to policy innovation and formulation on operational and administrative matters, in particular in relation to local service providers
- Provide technical input to business process mapping exercises and contribute to the establishment of operational and administrative guidelines, in close coordination with relevant stakeholders
- Prepare and collate organizational policies, guidelines, procedures and best practices in the management of field office operations and administration, including as custodian of the Field Administrative Manual
- Develop and maintain mechanisms for promoting and monitoring Compliance and Quality control regarding defined operational standards and performance indicators contained in service level agreements with local service providers
- Act as back-up in the Operations Support Unit in the area of general administration
- Perform other duties and/or assignments as required by immediate supervisor.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in business administration, operations management, logistics or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|

|
Work Experience
|
|
|
|
A minimum of five (5) years of progressively responsible experience in operations and administration of humanitarian relief efforts is required. Two (2) years of relevant work experience in emergency situations is desirable. Working experience at international level with field operations local service providers within the United Nations system is desirable. Hands-on experience in setting up effective operational and administrative field office structures, in particular during (corporate) emergencies is desirable.

Languages
|
|
|
|
English and French are the working languages of the United Nations. Fluency in English (both oral and written) is required. Knowledge of French or Spanish is desirable.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.
|
|
|
|
Special Notice

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures. This post in particular requires regular travel to remote and difficult field locations. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
