|
The Subregional Headquarters of the Economic Commission for Latin America and the Caribbean (ECLAC) in Mexico was founded in 1951 to analyze the economic problems of Costa Rica, Cuba, El Salvador, Guatemala, Haiti, Honduras, Mexico, Nicaragua, Panama and the Dominican Republic. In addition to providing advice to governments of the countries of the subregion in various socio-economic, technical and financial fields, ECLAC has raised important initiatives and energy integration projects and worked with governments in the review of policies and strategies for sustainable energy development (Visit http://www.eclac.cl/mexico/). This position is located in the Subregional Headquarters in Mexico City and reports to the Chief of the Energy and Natural Resources Unit.

Responsibilities
|
|
|
|
Under the direct supervision of the Chief of the Energy and Natural Resources Unit, the Economic Affairs Officer will be responsible for the following duties:
Economic or sector analysis • Develops energy, natural resources and socio-economic databases and qualitative information necessary for specified recurrent or ad hoc assignments. • Interprets, applies and, as necessary, adapts econometric models to determine trends, patterns and relationships and to analyse the effects of alternative energy and natural resources policies and assumptions. • Drafts specified inputs for technical papers and analytical studies on selected regional and national aspects of energy and development, especially those related to issues of the UN Development Agenda (including the least developed countries; the three axes of Sustainable Energy For All initiative; the sustainable development goals, and the transition to low carbon economies) and subregion particular issues (such as countries that are changing their economic models). • Interprets, applies and, as necessary, adapts econometric models to determine trends, patterns and relationships and to analyse the effects of alternative energy and natural resources policies and assumptions. • Identifies and analyses energy policy proposals made elsewhere relating to assigned topics. • Attends international, regional, and national meetings to collect information and to hold discussions with colleagues in other institutions. • Assists in the organization and servicing of expert group meetings, seminars, etc. on development issues. • Prepares speeches and other inputs for presentations by senior staff.
• Assists in the organization of panels, round tables etc. on energy, natural resources and development issues for intergovernmental processes.
Technical cooperation • Participates in missions on development issues, usually as a member of a team. • Organizes training seminars for national experts. • Prepares documentation for technical cooperation programmes and projects. • Contributes to the preparation of material for the approval of regional, country or sector technical cooperation projects. • Monitors, backstops and assesses the implementation of technical cooperation programmes and projects.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in economy, finance, environment or related field is required. A first-level university degree in exact sciences (engineering, physics, chemistry or mathematics) is highly desirable. A relevant first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
|
|
|
|
A minimum of five years of progressively responsible experience in energy research and analysis, preferably in Mexico, the Central American and Caribbean regions are required. Experience in implementation of technical cooperation projects in the countries and regions mentioned is required. Work experience in national and regional institutions of the subregion covered by this office is also required. Experience in forecasts and simulations and/or knowledge of carbon markets and environmental externalities of the energy industry is highly desirable. Experience interacting with the directors, managers and officers at energy industries of the private sector and non-governmental organizations (NGOs) related to rural development, energy, natural resources and environment is highly desirable.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For this post, advanced knowledge of Spanish and intermediate knowledge of English are required.
|

Assessment
