|
The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote regional cooperation for inclusive economic and social development in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership, through its analytical, normative and technical cooperation, to respond to the development priorities and changing needs of the Asian and Pacific region.
This position is located in the Office of the Executive Secretary (OES). The incumbent reports to the Executive Secretary.

Responsibilities
|
|
|
|
Under the direct supervision of the Executive Secretary, the incumbent is responsible for, but not limited to, the following duties:
• Manages the preparations for and servicing of the annual sessions of the Commission, as well as participates in the preparations for and servicing of intergovernmental meetings whose outcomes are submitted to the Commission for endorsement. • Manages, in active collaboration with the diverse entities in the ESCAP Secretariat, preparations for and servicing of meetings of subsidiary bodies to the Commission as well as ministerial and high-level intergovernmental meetings. • Ensures quality of documents prepared for and used in intergovernmental meetings as well as their compliance with established standards and policies. • Organizes and participates in meetings of the Advisory Committee of Permanent Representatives (ACPR) and Other Representatives Designated by Members of the Commission and coordinates with the Division of Administration (DA), the Strategy and Programme Management Division (SPMD) and others on preparations related to Commission session matters. • Reviews incoming and outgoing correspondence of the Executive Secretary (ES) that is related to the Commission session, its subsidiary bodies and other inter-governmental meetings, referring these to relevant Divisions/Units for action and holding consultations, as required. • Serves as the Office of the Executive Secretary (OES) focal point on matters concerning the Commission, its subsidiary bodies and other intergovernmental meetings, particularly with regard to contact with the host Government, delegations of member Governments, diplomatic missions, members of the UN system and intergovernmental, and regional and international entities. • Supports the Executive Secretary in negotiations with the host Government and member States on agreements related to the functioning of the Commission and its intergovernmental meetings. • Serves as overall ESCAP focal point for communication with the Regional Commissions New York Office (RCNYO), including on the Economic and Social Council (ECOSOC) matters, and coordinate Divisional preparations for timely submission of ESCAP inputs to RCNYO, and for joint activities by the regional commissions. • Assists in the management of the Office of the Executive Secretary, as and when necessary • Contributes to the enhancement of business processes in OES, in collaboration with OES staff and managers, and provides suggestions for improvements in the overall performance of ESCAP processes. • Undertakes other activities of an ad hoc nature as requested.

Education
|
|
|
|
Advanced university degree (Master's degree or equivalent) in business or public administration, international relations, law or related area. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of 10 years of progressively responsible experience in programme management, public administration, policy analysis, or related field. Proven track record of managing or servicing intergovernmental processes in intergovernmental organizations is desirable.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
|
