Theis positions is located in the United Nations Mission in South Sudan (UNMISS). Under the supervision of the Director of Public Information, the Chief of Radio will be responsible for the following duties:

Responsibilities
|
|
|
|
Oversees and directly manages all substantive and operational aspects of the UN Radio station in South Sudan, including but not limited to: Integration with greater PIO structure and messaging, the rationalization and adaption of the structure of the radio and web operation to facilitate professionalization and sustainability, with particular emphasis on staffing, training, skate holder relations, change management, technology, resource allocation, editorial direction, programming, scheduling, branding and station imaging, budget and auditable reporting;
Works in collaboration with the Chief PIO and relevant stake holders to develop and maintain the best possible practices for the installation, operation, maintenance, repair and upgrade of all technology under the purview of the radio station;
Oversees all aspects of production of radio and web programming including but not limited to; specific genre programming in support of public discourse, human rights, democracy and transparency, public service announcements, news, features, drama and documentaries for local, regional and international use;
Supervises the development and dissemination of radio/web programmes and products by ensuring that the most appropriate production and broadcast platforms are used;
Ensures that coverage of activities related to the mission as well as significant political, social and cultural events in the mission area are effectively delivered to the recipient audiences and that reporting and audience audit mechanisms are successfully implemented;
Develops and streamlines the national, regional and international dissemination and transmission, systems and platforms for the radio station and the related web and social media products throughout South Sudan and the world wide web;
Oversees as appropriate, the recruitment, training and performance mechanisms of international and national UN staff under his/her authority. Liaises as appropriate with partners and stake holders on the requirements and the performance of consultants and/or staff who have been provided to the radio station;
Undertakes assessments and evaluates operations on an ongoing basis and prepares periodic status reports on radio strategy implementation; Analyze, plans and prepares the unit/section budget;
Oversees the identification and approves the evaluation and procurement of broadcast technology equipment;
Contributes to the development of standardizations across work-flow and technology that will better place UN radio as a class to perform effectively in various missions; and
Where applicable, and depending upon the model of the radio operation, collaborates with implementing partners, relevant donors and UN agencies and funds to ensure sustainability and continued operation of the radio operation beyond the lifecycle of the peacekeeping mission.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in communication, journalim, public relations or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of ten years of progressively responsible experience in radio broadcasting or related field is required. Experience in change management, training, capacity building and mentoring programmes related to Public Information. Field experience of managing post conflict media assistance/development programmes, or assessing and evaluating those programmes is desirable. In-depth knowledge, of the media of South Sudan is desirable. Experience in donor and stakeholder coordination including but not limited to project management, fund management and reporting is desirable. Work experience in a conflict or post –conflict field mission mounted by the United Nations common system (inclusive of peacekeeping, political, or UN agencies, funds and programmes), national or international NGOs, regional organization, or bilateral international assistance programmes is desirable.

Languages
|

|
|
English and French are the working languages of the UN. For this position, Fluency in English (both oral and written) is required. Knowledge of another UN language is desirable.
|
|
|
|
Assessment
|

|
|
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
|
|
|
|

Extension of the appointment is subject to Extension of the mandate and/or the availability of the funds. - Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
