This post is located in the Automated SYstem for CUstoms DAta (ASYCUDA) Programme of the Division on Technology and Logistics of UNCTAD. The Information Systems Officer reports to the ASYCUDA Regional Coordinator for Asia and the Pacific.

|
|
Responsibilities
|
|
|
|
The incumbent shall be responsible for the following main tasks:
• Implementation of the UNCTAD ASYCUDA system in the National Customs Service (NCS), by: (a) providing technical advice on the most suitable ICT (Information and Communication Technology) architecture and configuration for the ASYCUDA system implementation in the NCS specific conditions; (b) assisting NCS in the preparation of the technical specifications and evaluation criteria for the procurement of ICT hardware, software and associated services required for the implementation of the NCS ASYCUDA system; (c) providing technical assistance and support in the prototyping, testing, piloting, roll-out, administration and maintenance of all NCS ASYCUDA system e-Documents including remedial actions , as required; (d) organizing and delivering ASYCUDA technical training courses on the implementation, operation and maintenance of the NCS ASYCUDA system; (e) assisting NPT(National Project Team) in the preparation of the national ASYCUDA technical documentation.
• Further development/enhancement of the NCS ASYCUDA system, by: (a) providing technical advice to NCS on the technical aspects of NCS ASYCUDA national extensions/e-Documents, with the view to ensure their integration into the overall operational NCS ASYCUDA architecture; (b) assisting NCS to coordinate the technical development of the national extensions/e-Documents of the NCS ASYCUDA system, and their integration into the operational NCS ASYCUDA environment.
• Coordination of the NCS ASYCUDA technical implementation with other governmental agencies'/organizations' ICT and infrastructure activities having impact on the NCS ICT systems by: (a) advising the NCS on the technical implications for the NCS ASYCUDA system of other governmental agencies'/organizations' ICT and infrastructure related activities (e.g. Port and Airport Authorities, express courrier, ...); (b) coordinating the technical implementation of NCS ASYCUDA e-Documents with other governmental agencies'/organizations' ICT and infrastructure relevant activities.
• Assistance in Project reporting and monitoring system by: (a) assisting the NPM (National Project Manager) in the preparation of Project Progress Reports for national counterpart authorities; (b) preparing regular technical Project Progress Reports for the ASYCUDA Regional Coordinator in Geneva inclusive of the elements relating to the logical framework and monitoring plan.

Education
|
|
|
|
Advanced university degree (Master's degree or equivalent) in Computer Science, Telecommunications or related area. A first-level university degree in combination with at least two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of five years of progressively responsible experience in ICT systems analysis and design, installation, configuration, testing, piloting, rollout, administration and maintenance or related field. The following experience would be an advantage:
a) participation in the organization and delivery of ICT training courses within governmental agencies;
b) assignments in developing countries and/or transition economies within an international organization;
c) participation in the implementation at the national level of an ICT system for Customs automation or similar.

Languages
|
|
|
|
Fluency in English is required, knowledge of French is desirable. Knowledge of another UN official language will be an advantage.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
|
|
|
|

This post is financed for one year from the extra-budgetary funds. Extension of Appointment will be subject to the availability of the funds.
