This post is located within the Counter-Terrorism Committee Executive Directorate (CTED), Office of Assessments and Technical Assistance (ATAO). The Deputy Head of ATAO reports to the Head of Assessments and Technical Assistance Office, and will be under the overall supervision of the Executive Director and Assistant-Secretary-General of the Counter-Terrorism Committee Executive Directorate.

Responsibilities
|
|
|
|
Under the supervision of the Executive Director of the Counter-Terrorism Committee Executive Directorate (CTED), as well as the Head of the Assessment and Technical Assistance Office (ATAO), CTED, the Deputy Head will:
Help manage the geographical cluster chiefs and all other ATAO staff in the implementation of tasks under Security Council resolutions 1373 (2001), 1624 (2005), 1963 (2010), 2129 (2013) and 2178 (2014) as well as other decisions of the Security Council and the Counter-Terrorism Committee;
Assist the Head of ATAO in managing CTED thematic working groups, in the provision of technical expertise, with consistency, transparency and collaboration, in the assessment of States’ implementation efforts, the identification and promotion of good practices, and engagement with donor States and organizations, and recipients;
Oversee the production and submission of analytical documents, including the Overview of Implementation Assessment (OIA) and Detailed Implementation Survey (DIS) of States’ implementation efforts, CTED performance and mission reports, work programmes and other documents for the consideration of the Committee;
Provide policy and technical advice and recommendations to the Executive Director and the Head of ATAO on all substantive and operational matters, in the management of the office, and in areas of counter-terrorism;
Serve as Coordinator of the CTED Technical Assistance Working Group in the identification of States’ technical assistance needs and the facilitation of its delivery, with measurable impact and results;
Lead the CTED Task Force on the foreign terrorist fighters phenomenon to implement the tasks set forth in Security Council resolution 2178 (2014) and other relevant Council decisions;
Serve as CTED’s chief liaison with entities and interlocutors both within and outside the UN system with a view to achieving close and effective collaboration and coordination in implementing the decisions of the Security Council, the Counter-Terrorism Committee and CTED, as well as within the framework of the United Nations Global Counter-Terrorism Strategy;
Lead CTED delegations on Committee country assessment visits and represent CTED at international, regional and national meetings and other related events, as required;
Work with the Head of AIO in CTED’s facilitation of, and participation in capacity-building activities, within the mandate conferred by the Security Council and within the CTITF framework;
Work with AIO to strengthen understanding of CTED’s activities and its role in United Nations counter-terrorism activities, in accordance with CTED’s enhanced communication strategy;
Act as OIC of ATAO and CTED, as required;
Participate in the recruitment process to fill all vacancies in ATAO, as appropriate.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in law, public administration or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of fifteen years of progressively responsible experience in administration, project/program management, international relations, law, criminal justice or related area is required. At least five years at the management level, covering administrative, policy-making or leadership positions, is required. Three or more years experience working with counter-terrorism issues, international law, law enforcement, border control or other aspects of counter-terrorism and capacity-building is desirable.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of another official UN language is an advantage.
|
