This position is located in the Sustainable Human Development Section, Special Procedures Branch, Human Rights Council Mechanisms Division (HRCMD), of the Office of the High Commissioner for Human Rights (OHCHR) and the incumbent reports to the Chief of Section.
|

|
|
Responsibilities
|
|
|
|
Under the supervision of the Chief , Sustainable Human Development Section, and the general supervision of the Chief of the Special Procedures Branch, the Human Rights Officer will be responsible for the following duties:
• Monitoring the situation regarding the situation of human rights issues worldwide relevant to the assigned mandate through research and analysis of incoming information from governments, IGOs, UN agencies, funds and programmes, as well as NGOs and individuals;
• Assisting the Special Procedures mandate holder(s) in fact-finding missions, including preparation of the mission, drafting of mission reports and follow up to the implementation of the recommendations;
• Providing support to the mandate-holder in drafting of the annual reports to the Human Rights Council and General Assembly, if applicable;
• Following up on implementation of decision rendered by policy making organs and preparing a work-plan which is coherent with the Branch work-plan and the responsibilities assigned;
• Preparing correspondence for the mandate-holder with governments, IGOs, UN agencies, funds and programs, as well as NGOs and individuals;
• Drafting oral presentations for the annual reports, as well as other presentations and other articles on the mandate;
• Providing substantive input into OHCHR's policies and statements in areas relevant to the mandate;
• Liaising with OHCHR thematic and geographic desk officers and with other human rights mechanisms;
• Liaising with representatives of governments, IGOs, UN agencies, funds and programs, as well as NGOs and individuals in connection with the mandate and representing OHCHR at working level meetings with those partners;
• Undertaking research relating to the mandate;
• Providing administrative support to the mandate-holder;
• Providing guidance to new/junior staff;
• Performing any other related duties as required.

Education
|
|
|
|
Advanced University Degree preferably in law, political science, international relations, social sciences or other disciplines related to human rights. A first-level University degree in combination with two additional years of relevant work experience may be accepted in lieu of the advanced University degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of 5 years of progressively responsible work experience in the human rights or related field, including at the international level. Significant experience of the UN human rights machinery and in particular special procedures mechanisms will be an asset.
|
|
|
|
Languages
|
|
|
|
Fluency in English or French and knowledge of the other language is required. Knowledge of a third UN language is desirable.
|
|
|
|
Assessment
|
|
|
|
A written test and competency-based interviews will be used to assess short-listed candidates.
|
|
|
|

Extension of the appointment is subject to Extension of the mandate and/or the availability of the funds. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
