This position is located in the Statistics and Surveys Section (SASS), Research and Trend Analysis Branch (RAB), Division for Policy Analysis and Public Affairs (DPA), United Nations Office on Drugs and Crime (UNODC), in Vienna, Austria. The Statistics and Surveys Section (SASS) is responsible for collecting data and analyzing the evolution of transnational drugs and crime issues and preparing analytical reports that combine quantitative and qualitative information to help UNODC and Member States identify trends, emerging issues and priorities. The incumbent will work under the direct supervision of the Chief, Statistics and Surveys Section.

Responsibilities
|
|
|
|
Under the supervision of the Chief of SASS, the Programme Management Officer will support the development and implementation of analysis activities on the Afghan opiate trade and will perform the following duties:
• In close collaboration with the other teams of the Statistics and Surveys Section and the sections of the Research and Trend Analysis Branch, Field Offices and regional sections in the Division for Operations and other concerned sections at UNODC Headquarters (HQ), support and coordinate the development and implementation of research and analysis activities as well as the assessment and monitoring of the transnational trade in illicit Afghan opiates;
• Provide substantive guidance to and consolidate the work of national researchers and national strategic analysts located in UNODC Field Offices on information and data on trafficking of Afghan opiates, in close consultation with the Paris Pact Project team, UNODC Representatives and concerned colleagues at HQ and in the field;
• In collaboration with the parties concerned, identify data sources and gaps; and recommend primary and secondary data collection activities with a view to strengthening drugs and crime trends monitoring to improve the availability and quality of information on international trafficking in Afghan opiates;
• Establish a set of core indicators and methodologies to identify, map and monitor trafficking patterns, routes and flows from Afghanistan through/to affected countries and related dimensions, in consultation with relevant UNODC units/sections;
• Support and facilitate the development of monitoring activities on the transnational trade in illicit Afghan opiates through mobilization of technical expertise and organization of capacity-building activities (workshops, seminars, etc.);
• Undertake research and studies on the transnational trade in Afghan opiates and related problems and prepare periodic analytical reports on the topic;
• Ensure that the outputs produced under his/her responsibility maintain high-quality research and analysis standards and that they comply with the relevant mandates;
• Contribute data, information, analysis and drafts on the transnational trade in Afghan opiates and related issues for the preparation of other analytical outputs, including but not limited to the World Drug Report;
• Oversee the development of the Afghan Opiate Trade Project in such a way that it addresses stakeholders concerns and priorities, including the recommendations from its recent evaluation;
• Effectively manage the Afghan Opiate Trade Project and ensure it meets its goals and delivers on its outputs, timeline and budget; develop outreach activities to ensure sustainable funding;
• Manage, guide, develop and train staff under his/her supervision; recruit staff taking due account of geographical and gender balance and other institutional values; foster teamwork and communication among staff in the unit/section and across organizational boundaries;
• Prepare briefing notes and presentations; represent the organization at inter-agency meetings and participate in internal briefings and meetings on substantive-relative issues;
• Enhance working relations with international and national organizations and agencies with drug control responsibilities;
• Contribute to the development of UNODC research work and studies on drugs and crime issues, in particular on, but not limited to, drug trafficking and to the development of relevant synergies between drugs and crime research and analysis activities and cooperation with other international organizations, academic institutions and external entities;
• Perform other duties as may be required.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in economics, statistics, criminology, social sciences or other relevant fields is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
|
|
|
|
A minimum of seven years of relevant progressively responsible professional experience in drugs or crime related research and trend analysis is required. Experience in international data collection programmes and monitoring systems, including field research, preferably on the Afghan opiate trade in collaboration with national counterparts, is required. Full proficiency in the use of relevant computer software and applications is required. Experience in managing and supervising staff is required. Experience in dealing with the law enforcement community is highly desirable. Experience in donor relations and fundraising is desirable. Experience in working in a multinational or international setting is desirable. Experience in project management is desirable.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in English, i.e. oral and written proficiency is required. Knowledge of another United Nations official language is an asset.
