This position is located in the Regional Section for Africa and the Middle East (RSAME), in the Integrated Programme and Oversight Branch (IPB), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The Project Officer will work under the direct supervision of the Chief of RSAME, as well as in close consultation with the Representative of the UNODC Country Office in Nigeria (CONIG), in Abuja.

Responsibilities
|
|
|
|
Within assigned authority, the Project Officer will be responsible for the following duties:
• Provide substantive and technical support to the Programme Support Team (PST) and the respective Core Project Teams (CPTs) in CONIG; contribute to the revision of the projects in full compliance with the overall substantive and operational guidelines established by UNODC.
• Support CONIG, in particular the Representative, PST and CPTs, in the implementation, monitoring and technical advisory assistance of the three projects; monitor and analyze project development and implementation; draft and review relevant documents and reports; identify problems and issues to be addressed and propose corrective actions; monitor substantive progress and results of the three projects through review of performance and progress reports.
• Collect, review and analyse relevant data from substantive UNODC units, CONIG and executing agencies on the three projects.
• Assist in elaborating and appraising proposals for activities to be carried out under the three projects by participating in project planning and review and coordinate as needed proposals received from CONIG and other relevant UNODC Offices.
• Contribute to conducting quality control and oversight reviews of all submissions relevant to the three projects (especially project revisions to be processed through the direct approval workflow).
• Prepare various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.; contribute to and prepare briefing notes and summary reports on Nigeria and the three projects for the Executive Director, senior management and senior official visitors to UNODC and for relevant consultations with donors, as well as for other major UNODC events; draft routine day-to-day correspondence to CONIG and other relevant UNODC Field Offices, other United Nations entities, as well as, in appropriate cases, to Government authorities.
• Provide substantive support to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations, etc.; undertake outreach activities; make presentations on implementation and progress of the three projects as well as other related topics/activities.
• Participate in field missions to Nigeria or other destinations as appropriate, including the provision of guidance to external consultants, government officials and other parties and drafting mission summaries, reports, etc.; support all action related to maintaining the flow of information on matters related to the three projects between IPB and CONIG; coordinate activities related to budget and funding (progress reports, financial statements, etc.) and prepare related documents/reports.
• Keep abreast of social, economic and political development in Nigeria and the wider region, particularly those relevant UNODC mandates and the implementation of the three projects.
• Undertake other duties as may be assigned by the Chief of RSAME and the Representative of CONIG.

Education
|
|
|
|
An advanced university degree (Master’s degree or equivalent) in social sciences, economics, international relations, law, political science, statistics, public administration, management or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of five years of progressively responsible experience in technical cooperation and programme management, at the international and/or national levels is required. Work experience in the areas of drug control activities, crime or terrorism prevention, law enforcement, criminal justice, security sector, governance, public administration, peace-building, conflict prevention or other related areas, is required. Field experience in the above areas is highly desirable. Experience with multi-million portfolios is desirable.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English, i.e. oral and written proficiency, is required. Working knowledge of French is highly desirable. Knowledge of another official United Nations language is an advantage.
|

|
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of appointment against this position is subject to extension of the mandate and/or availability of funding.
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
