This post is located within the Energy Section, Sustainable Development Policies Division (SDPD) of the Economic and Social Commission for Western Asia (ESCWA). The Chief of Section reports directly to the Director of SDPD.

|
Responsibilities
|
|
|
|
Within delegated authority, the Chief of Energy Section will be responsible for the following : 1. Leads or participates in the formulation, organization and management of mandated programmes of economic analysis and the formulation of possible economic/energy strategies, policies and actions for adoption by the international community; 2. Leads or participates in the identification of new or emerging energy development issues of potential concern to the international community, particularly those of a regional or global nature, and designs and develops programmes to address them; 3. Supervises a team of professional and support staff undertaking this work; 4. Commissions studies on energy issues and analyses that cannot be undertaken internally; 5. Conceives, plans and manages expert group meetings, seminars and similar consultations that contribute to the finalization of the section’s outputs; 6. Finalizes and drafts technical reports and policy briefs on energy issues for issuance by the United Nations; 7. Prepares speeches for senior staff and makes presentations on economic/energy issues for specialist or non-specialist audiences; 8. Contributes to elaborating and implementing an intra and inter-divisional strategy for post-2015 agenda and SE4ALL through the mainstreaming of energy issues; 9. Provides direct substantive support on development issues to intergovernmental bodies (particularly the ESCWA Committee on Energy) by offering strategic advice, giving technical guidance and assisting in developing a consensus; 10. Manages the section’s contribution to the preparation and management of meetings of intergovernmental bodies; 11. Represents the organizational unit at international, regional and national meetings on energy development issues; 12. Develops and maintains relations with senior officials of member governments and ensures a response to requests for advice and/or assistance on energy issues and policies; 13. Negotiates with donor and recipient governments on technical assistance programmes and projects; 14. Organizes and coordinates cooperation among Member States on energy programmes or issues; 15. Leads or participates in technical cooperation missions; 16. Functions as the head of the Energy Section; 17. Contributes to the formulation of the medium-term plan, the programme of work and the budget of the section and participate in the formulation of the Division’s work plan and strategic framework and organization's overall programme of work and other similar endeavours; 18. Attends to various administrative matters concerning the larger organizational unit (Section or Division); 19. Performs other related duties as required.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in economics or related field. A degree in engineering or energy field is desirable. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. A PhD is desirable.
|
|
|
|
Work Experience
|
|
|
|
A minimum of ten years of progressively responsible experience in economic research and analysis, policy formulation in the energy sector, application of economic principles in development programmes or energy-related programmes or related area. Proven experience in research-oriented project management is desirable. Work experience in the countries of the ESCWA Region is desirable.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. Arabic is also a working language of ESCWA. For this post, fluency in written and spoken English and Arabic is required. Knowledge of French is desirable.
|
|
|
|
