|
The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of the UNEP's Division of Technology, Industry and Economics (DTIE) is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities (http://www.unep.fr/).

Responsibilities
|
|
|
|
Under the general guidance of the DTIE Division Director and the overall guidance of the Head, Chemicals Branch, the incumbent will perform the following:1. Policy: a) Provide high level strategic and policy advice on current and emerging chemical related issues to the Executive Director, UNEP senior management, other UN bodies, countries and governing bodies of global policy frameworks on chemicals. b) Maintain close working relationship and coordination with global environment ministries and agencies, organisations, financial institutions and civil society to determine needs, identify areas of cooperation and support, enlist support for UNEP priorities and programmes. c) Assess and evaluate existing agreements and multilateral environmental agreements, develop new agreements, partnerships or cooperation frameworks related to chemicals, in view of UNEP's relevant policy developments.2. Delivery of UNEP's Chemicals programme: a) Provide advice to the Head of the Branch and UNEP senior management regarding programme options and activities. b) Prepare and promote UNEP's Harmful Substances and Hazardous Waste's Cluster. 3. Programme of Work: a) Ensure timely reporting on Programme outputs and that cluster's objectives are met within the available resources. b) Develop partnerships, increasing cooperation between UNEP, in consultation with DTIE and Headquarters. c) Develop, coordinate and implement a strategy for the Chemicals Branch's engagement in the delivery of the Strategic Approach for Integrated Chemicals Management (SAICM) emerging policy issues. d) Develop, manage and deliver metals program, in particular: (i) the mercury partnerships program; (ii) provide technical assistance, capacity-building activities and exchange of relevant information and policy guidance to support efforts of countries to take action on mercury pollution and reduce exposure to mercury and other metals. 4. Focal responsibility for substantive activities: a) Guide the work of the Office on selected programmatic issues. b) Provide advice and substantive inputs to partners to enhance level of cooperation on selected international, regional and sub-regional chemical and environmental issues. c) Promote integration of environment and chemical sectors through participation in international meetings. d) Guide the work of Programme Officers, Junior Programme officers (JPOs) and consultants in their respective areas.5. Fund raising: a) Assist in the elaboration and implementation of the funding strategy for the office, identifying non-UNEP sources of funding. b) Identify project opportunities external source funding. c) Initiate and prepare funding proposals and negotiate with donors in line with UNEP business and accountability framework procedures and oversee implementation of funded projects.6. Management of operations: a) Ensure timely submission of project proposals, work plans and revisions, reports. b) Apportion assignments to subordinates, including JPOs and consultants and assist in processing of the Performance Appraisal System. 7. Perform other duties as assigned.

Education
|
|
|
|
Advance university degree (Master's degree or equivalent) in Programming, Chemistry Corporate Communications and Information. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of 10 years of progressively responsible experience, of which at least 5 years are at the national or international level , in the field of environment, political science, economics or a relevant scientific discipline. Substantial management experience is required. A track record of diplomatic negotiations and managerial experience is an asset. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Working knowledge of another UN official language is an advantage.
