|
The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of the UNEP's Division of Technology, Industry and Economics (DTIE) is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. This post is located at the Division of Technology, Industry and Economics (DTIE),Sustainable Consumption and Production Branch at the Paris duty station with the incumbent serving as the Head, Secretariat of the 10 Year Framework of Programmes on Sustainable Consumption and Production Patterns (10YFP).
Under the supervision of the Chief of the Sustainable Consumption and Production (SCP) Branch and the overall coordination of the Director of the Division of Technology, Industry and Economics, the incumbent will:

Responsibilities
|
|
|
|
1. Provide strategic guidance and technical support on the development and operationalization of the 10YFP. This will include: • Developing a strategy to secure broad stakeholder engagement in the 10YFP and the implementation of its programmes at regional and national levels; • Ensuring that implementation of the 10YFP is responsive to Member State needs and priorities; • Supporting 10YFP programme leads and co-leads in developing the individual programmes; • Support the IACG (Inter Agency Coordination Group) of the 10YFP, lead preparation of its meetings and technical and communications materials which promote engagement of the wider UN system in 10YFP implementation; • Directing the preparation and organization of global and regional meetings and consultations on 10YFP programmes.
2. Manage and direct delivery of Secretariat services to the 10YFP Board, ECOSOC (Economic and Social Council), Member States and other implementing partners. The work will include directing and supporting: • Collaboration and communication with the 10YFP Board; • Communications with National Focal Points (NFPs) in governments, and other governmental and non-government stakeholders including donors, on implementation of the 10YFP; • Delivery of capacity building services to 10YFP stakeholders encompassing governments, business, NGOs and other UN major groups; • Development and operation of the Global SCP Clearinghouse as the web-based platform to share information, build partnerships and deliver capacity building under the 10YFP; • Day to day management of the secretariat staff; 3. Direct and oversee the administration of the 10YFP Trust Fund, other sources of 10YFP financing and the associated fund-raising strategy. • Developing a fundraising strategy, to secure resources for the Trust Fund and directly or indirectly from other sources; • Directing the formulation and application of procedures and criteria for allocating Trust Fund finance to 10YFP activities in developing countries and economies in transition; • Oversee development of reports to the Board and ECOSOC on the administration of the Trust Fund, and associated reports on the progress in the implementation of the 10YFP; • Negotiating with 10YFP implementation partners, including governments, other UN agencies and Major Groups, to secure financial contributions and in-kind commitments of resources to the implementation of the 10YFP at all levels; • Contribute to fund-raising and development of other regional platforms and programmes promoting the shift to SCP patterns. 4. Promoting a transversal and integrated approach to achieving SCP patterns, fostering inter-ministerial cooperation and multi-stakeholder engagement in 10YFP programmes. This will include: • Directing provision of information to national and stakeholder focal points, and facilitating inter-ministerial cooperation at meetings held at global, regional and national levels; • Providing guidance to the development and implementation of the 10YFP programmes; • Securing strong engagement from Major Groups, in particular business and NGOs; • Promoting mainstreaming of SCP objectives in economic, planning and development policies; • Ensuring the linkage of the Global SCP Clearinghouse with related knowledge and information platforms; 5. Reporting outcomes of 10YFP implementation. • Preparation of technical materials and reports for the Board on progress in the development and implementation of existing 10YFP programmes and approval of new ones; • Drafting of the Board’s biennial report to ECOSOC on progress of the 10YFP; • Drafting of the annual report on the administration of the Trust Fund for submission to ECOSOC; • Drafting of reports and technical materials for the UNEP’s CPR and UNEA on progress of the 10YFP and management of the Trust Fund and other sources of finance, in the context of UNEP’s sub-programme on Resource Efficiency and SCP and UNEP’s broader PoW.

Communication: Excellent communication skills, written and spoken as well as ability to draft/edit a variety of written reports in English; ability to ask questions to clarify, exhibiting interest in having two-way communication; demonstrates openness in sharing information and keeping people informed.

Education
|
|
|
|
Advanced university degree in economic, social development, sustainable development, public policies and/or environmental studies. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
|

Work Experience
|
|
|
|
Fifteen years work experience in the area of environment and sustainable development, out of which at least ten years should be at the international level, and including 5 years on sustainable consumption and production or closely related issues. Familiarity with the SCP policies, development policies and policy integration processes requested, as is experience on working on the economy-environment policy interface in both developed and developing country contexts. Experience in developing countries is an advantage. Knowledge of the UN system and international negotiations on sustainable development issues in general and SCP in particular are important assets.

English and French are the working languages of the United Nations Secretariat. For this position fluency in oral and written English is required. Ability to work in French and/or Spanish is an asset.
