|
The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments in the international community for Action. UNEP’s Regional Office for Europe helps to implement UNEP’s global programs in the European region by initiating, coordinating and catalysing regional and sub-regional cooperation and action in response to environmental problems and emergencies. This post is located in the UNEP Regional Office for Europe (ROE) at the Vienna duty station. Under the supervision of the Regional Director, the incumbent will perform the following duties:

Responsibilities
|
|
|
|
1. Service the Carpathian Convention by preparing the required documentation. 2. Maintain administrative and functional arrangements for the operation of the project management office. 3. Service the meetings of the Intergovernmental Committee, advisory or subsidiary bodies. 4. Provide support and assistance in national ratification procedures and promote the implementation of the Carpathian Convention. 5. Represent, network and liaise with partner countries and organizations. 6. Follow-up on existing and initiate new partnerships, fundraising and public relations. 7. Support or initiate other UNEP implemented, coordinated and/or supported collaboration processes, programmes or projects in the Danube-Carpathian region and associated countries. 8. Act as a focal point for cooperation with ongoing international initiatives relating to the protection and sustainable development of mountain regions, and strengthen the cooperation with the Danube and Black Sea Commissions, as well as the Convention Secretariats on related issues. 9. Prepare inputs to the development of draft guidelines on sub-regional and trans-boundary cooperation. 10. Promote the development and the implementation of international environmental law in the Danube-Carpathian region. 11. Coordinate the implementation of a public participation strategy for the Carpathian Convention. 12. Perform other relevant duties as required.

Ability to identify key issues in complex situations, gathering relevant information before making a decision. Checks assumptions against facts. Makes tough decisions when necessary.

Education
|
|
|
|
Advanced university degree in environmental law, international relations or related area is required. A first university degree with a combination additional two years professional and academic qualifications may be accepted in lieu of the advanced degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of seven (7) years of progressively responsible experience in the field of international environmental policies and internal environmental law is required. Experience in dealing with Governments is also required. Familiarity with the formulation and management of International programmes is desirable.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Working knowledge of another UN language and/or other Alpine or Carpathian Convention country language is an asset.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
