|
The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The post is located in the Programme Division (PD), Tehran duty Station. Under the direct supervision of the Director, Programme Division, the incumbent will perform the following functions:

Responsibilities
|
|
|
|
1. Project Programme implementation: (a) Represent UN-Habitat in activities leading to the completion of the first five year term of the Agreement of Cooperation (AoC) with Islamic Republic of Iran. (b) Provide technical assistance and implementation support to the government, project partners and key stakeholders. c) Facilitate the participation of UN-Habitat agenda partners in developing strategic policy interventions related to urban planning. (d) Facilitate capacity building training, provide necessary tools and mechanisms and develop a knowledge database/resource centre. (e) Coordinate and monitor programme implementation; implement a reporting and monitoring and evaluation system. 2. Project/Programme Management: (a) Undertake administrative reorganization of the Office in preparation for the new term of Agreement to serve cooperation of UN-Habitat, Government of Iran and other partner entities and member States. (b) Prepare project procurement and contracting plans. (c) Contribute to recruitment activities and supervise national staff, international experts and consultants. (d) Strengthen information flows with partners and stakeholders through various meetings and workshops. (e) Provide status reports, develop performance criteria and maintain updated Project Accrual and Accounting System (PAAS). 3. Project/Programme Development: a) Identify key areas for intervention in human settlements within the framework of the Habitat Agenda, Habitat Country Programme Documents, United Nations Development Assistance Framework (UNDAF) and sector reviews. (b) Participate in the development and review of the project document. (c) Negotiate with multi-lateral/bilateral partners for resource mobilization and promote/coordinate joint activities. (d) Identify and work with policy makers, associations of local authorities, urban managers, training/research institutions, NGOs, professional associations and networks of such institutions; provide assistance in the development of training programmes. (4) Perform any other relevant duties as may be assigned.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in housing, urban planning, engineering, environmental management or related area. A first degree with a combination of two years professional and academic qualifications may be accepted in lieu of the advanced degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of ten years of progressively responsible experience in housing, urban planning, engineering, environmental management or related area is required. Field-based experience in programme/project planning and implementation, preferably with international organizations desirable. A minimum of seven years of experience in disaster mitigation and risk reduction is also desirable. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For this position fluency in oral and written English is required. Knowledge of French and/or fluency in the national language of the respective country (both oral and written) is an asset. Knowledge of another UN official language is an advantage

Evaluation of qualified candidates for this position may include a substantive assessment which may be followed by a competency-based interview.
