|
This position is located in the Regional Office for Middle East and North Africa (ROMENA), in Cairo, Egypt. The incumbent will work under the overall guidance of the UNODC Regional Representative for the Middle East and North Africa and the direct supervision of the Regional Programme Coordinator, both based in Cairo, Egypt. In undertaking his/her tasks, the incumbent will work as a member of the Programme Coordination and Analysis Unit (PCAU), and be responsible for supporting the implementation of three projects as outlined below.

Responsibilities
|
|
|
|
The incumbent will perform the following specific duties:
1. Support and coordinate the overall implementation of the projects "Improving the Criminal Justice Response to Violence against Women in Egypt" and "Further Enhancing the Rehabilitation and Reintegration Programme at the Institution for Young Male Offenders in Marg".
• Design workplans for timely achievement of the projects' objectives.
• Coordinate and guide the work of project staff and national/international consultants/experts.
• Deliver technical assistance (training) on the prevention of violence against women, as needed.
• Liaise with relevant Headquarters' substantive Sections and Units for advice and input for project implementation, as needed.
• Ensure timely and efficient project management, including project and budget revisions, reporting and monitoring, and negotiations with external counterparts.
• Draft reports and position papers related to operational activities, and as necessary, provide inputs to UNODC management for the analysis of related development and policy issues in Egypt.
2. Provide technical guidance and assist in the implementation of the project "Strengthening the Working Methodologies of the Public Security Directorate (PSD) in Jordan":
• Contribute to the design of workplans.
• Coordinate and guide the work of the national/international consultants/experts.
• Deliver technical assistance (training) in the area of criminal justice and due process as needed.
• Liaise with relevant Headquarters' substantive Sections and Units for advice and input for project implementation, as needed.
• Ensure close collaboration between the UNODC teams in Jordan and Egypt for the implementation of the project, especially for project and budget revisions, reporting and monitoring matters, and negotiations with external counterparts.
3. Within the framework of the PCAU, promote and coordinate the development of UNODC activities in the area of juvenile justice reform:
• Assess the situation of juvenile justice in the Middle East and North African region and provide technical support to UNODC management on related policy issues.
• Provide technical expertise and assistance for the development of new projects pursuant to national strategies and priority areas.
• Promote the application of best practices and lessons learned in reforming juvenile justice systems in the region.
• Promote and strengthen joint initiatives between UNODC and other United Nations agencies.
• Identify and maintain contacts to the national counterparts, including governmental and non-governmental organizations.
• Support fund mobilization efforts undertaken by the Regional Office.
4. Performs other work related duties as may be required.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in law, social sciences or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of five years of progressively responsible experience in crime prevention and criminal justice including providing service to vulnerable groups, specifically in juvenile justice and gender justice, is required. Experience in technical cooperation, project management and implementation is required. Relevant work experience in field environment is highly desirable. Work experience with the United Nations or similar international organisation is desirable.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English, French and Arabic, i.e. oral and written proficiency, is required. Knowledge of another United Nations official language is an advantage.
|

This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
