|
The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of the UNEP's Division of Technology, Industry and Economics (DTIE) is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. This position is located at the Geneva duty station. Under the direct supervision of the Economics & Trade Branch Chief, and the overall supervision of senior management of the UNEP Division of Technology, Industry and Economics (DTIE), the incumbent will undertake the following functions:

Responsibilities
|
|
|
|
1. Coordinate all actions required to position UNEP strategically on issues of sustainable finance including:
(a) Coordinate teams working on initiatives across DTIE and other UNEP Divisions; (b) Represent the DTIE Director in various advisory boards of finance related initiatives; (c) Develop and update strategies and action plans in the area of public and private finance, including climate finance and oversee their implementation; (d) Identify, develop and strengthen key partnerships to strategically position UNEP on the issue of sustainable finance; (e) Act as the principal advisor on the financial sector and sustainable development within UNEP, providing strategic direction to UNEP/Finance Initiative (FI), raising its profile, increasing its role and activities and enhancing communication and outreach; (f) Identify key fora and meetings where UNEP presence should be focused and make recommendations regarding attendance of the UNEP Executive Director, DTIE Director and Head of UNEP/FI; (g) Provide the substantive inputs of the private financial sector regarding the internalization of its externalities, including the valuation of its environmental impact.
2. Coordinate the implementation of UNEP Finance Initiative (UNEP/FI)’s substantive work programme by: (a) Coordinate the implementation of the work programme of UNEP/FI, in coordination with the UNEP/FI Steering Committee and DTIE Senior Management; coordinating activities in the UNEP/FI work programme and with the banking, investment and insurance industry partners which support the UNEP/FI partnership; (b) Coordinate to ensure that all the outputs produced maintain high-quality standards; that reports are clear, objective and based on comprehensive data, and meet required standards as well as comply with the relevant mandates; (c) Coordinate and supervise the preparation and organization of UNEP/FI’s regional meetings, outreach and training workshops targeted at decision makers in the financial sector, government or communities, including the global roundtable meetings, in order to convene all major players in sustainable finance and responsible investing; (d) Represent UNEP/FI in international, regional or national meetings and providing programmatic/ substantive expertise on sustainable finance, and holding programmatic/substantive and organizational discussions with representatives of other institutions; (e) Liaise regularly with groups and commissions set-up by UNEP/FI.
3. Develop the planning and evaluation of UNEP Finance Initiative (UNEP/FI)’s work programme by: (a) Coordinate within UNEP and with UNEP/FI’s governing bodies (its annual general meetings and the Global Steering Committee) in preparing the work programme of UNEP FI, determining priorities, and allocating resources for the completion of outputs and their timely delivery; (b) Coordinate the reporting to UNEP/FI’s governing bodies (its annual general meetings and the Global Steering Committee meetings) and to UNEP’s senior management and Governing Council on budget/programme performance and on programmatic/substantive issues, as appropriate; (c) Develop a fund raising programme to support the activities of UNEP/FI; (d) Coordinate joint activities with other units/branches/divisions of UNEP and other agencies and bodies of the United Nations system, organizations, specialized agencies, Non- Governmental Organizations and governments on issues related to sustainable finance.
4. Coordinate the Administration and Management of the UNEP Finance Initiative (UNEP/FI): (a) Coordinate the programmatic/administrative tasks necessary for the functioning of UNEP/FI, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance, interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting; (b) Coordinate the monitoring of financial performance of activities to ensure cost effective implementation of the work programme; (c) Recruiting staff and consultants, taking due account of geographical balance; (d) Identify the development and training needs of staff, consultants and interns under his/her supervision; (e) Develop teamwork and communication among staff in the UNEP/FI and across organizational boundaries.

Planning and Organizing: Proven ability to plan, organize and manage projects, requiring an in-depth understanding of its strategic direction; Ability to integrate the work of a section/ unit into the work programme of an organization; Ability to organize and service inter-governmental bodies and technical meetings.

Education
|
|
|
|
Advanced university degree (Master's degree or equivalent) in Finance, Business Administration or Environmental/Resource Economics or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of fifteen years of progressively responsible experience relating to finance, investment, insurance, economics and environment, of which five years should be at the international level, especially in the context of the nexus between the public and private sector. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.
|

|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Working knowledge of other UN official languages is desirable.
|
|
|
|

|

|
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
