This position is located in the Asia Pacific and Middle East Branch, Field Operations & Technical Cooperation Division (FOTCD) of the Office of the High Commissioner for Human Rights (OHCHR) and the incumbent reports to the Director of FOTCD.

|
|
Responsibilities
|
|
|
|
The incumbent will perform the following responsibilities and tasks:
- Responsible for directing and supervising the development, the implementation, the monitoring and the evaluation of technical cooperation projects at the request of Governments; - Responsible for the development or strengthening of national human rights institutions and national human rights protection systems; - Directs and supervises the planning, support and evaluation of human rights field presences and missions, including the formulation and development of best practice, procedural methodology and models for human rights activities in the field; - Directs and supervises the support to human rights components of UN peace missions in the area of human rights; - Responsible for maintaining cooperation on human rights issues with UN country teams, the regional economic and social commissions of the UN and with regional and sub-regional institutions; - Ensures that substantive and administrative support is provided to human rights fact finding and investigatory mechanisms which deal with specific country situations; - Draws to the attention of the Director all pertinent information and recommendations emanating from fact-finding activities, giving particular attention to situations in which preventing human rights action might be appropriate; - Ensures effective financial and program management of the Branch, including planning, budgeting, monitoring and evaluation; - Manages the human resources allocated to the Branch with a view to ensuring their most effective use and the delivery of high quality output, assigning responsibilities, training, coaching and setting performance objectives for staff of the Branch, undertaking regular reviews of performance including the e-performance, recognizing good performance and taking appropriate action to address inadequate performance and fostering teamwork and communication among staff of the Branch and across organizational boundaries; and manages Branch vacancies, including through the interview and evaluation of candidates; - Performs other related duties as required.

Education
|
|
|
|
Advanced University degree in law, human rights, political science, international relations or related relevant discipline. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of fifteen years of progressively responsible experience at national and international level of which at least 10 years in human rights or related field (related fields may include, inter alia, humanitarian and refugee assistance and/or protection, peace-keeping operations and development). At least 7 years of supervisory, management and leadership experience is required. Field experience is highly desirable.

Languages
|
|
|
|
Fluency in English is required. Knowledge of another UN language (Arabic, Chinese, French, Russian or Spanish) is desirable.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
|
|
