|
This position is located in the Office of the Director of the Field Personnel Division, Department of Field Support (FPD/DFS). The incumbent reports directly to the Director of the Division.
|
|
|
|
Responsibilities
|
|
|
|
Under the overall direction and supervision of the Director of the Field Personnel Division, Department of Field Support, the Administrative Management Officer will, within delegated authority, be responsible for the following duties:
General Management
• Strengthens the management capacity of the Office of the Director, by providing guidance to the Director and direct support in the exercise of the functions to administer the Division.
• Supports the Director in the implementation of the Division’s strategic and operational objectives and work plan
• Serves as Special Assistant to the Director and provides liaison with the Office of the ASG/USG of DFS, DPKO, DM, DPA and other Departments, as well as field missions. Highlights all matters of possible concern to the Director and proposes solutions and ensures that follow-up actions have been taken.
• Provides advice on change management initiatives and overall communications.
• Coordinates drafts and contributes to the Secretary-General reports to the General Assembly, legislative and expert bodies (C-34, Fifth Committee and ACABQ) to ensure accurate submission of support account, overview and regular budget reports.
• Reviews the submission of briefing notes and talking points.
• Supervises a staff team of the Office of the Director and provides advice and analysis on human resource administration, information management issues, mission concerns and practices.
Human Resource Management
• Coordinates actions covering the entire span of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, vacancies, job classification reviews, separation of staff members, training, etc., ensuring consistency in the application of UN rules and procedures.
• Provides expert advice to the Director of FPD on all human resources issues related to the staffing of FPD, coordinates with the Executive Office DPKO/DFS and all FPD Chiefs in taking appropriate administrative actions and making recommendations related to human resources management.
• Reviews post incumbency reports for purposes of vacancy management and staffing table control.
• Leads, oversees and coordinates the preparation and implementation of the work program and budget to ensure compatibility with work priorities and objectives, taking into account the most effective use of resources.
Budget and Finance
• Coordinates and reviews data with respect to the elaboration of budget proposals for the Support Account and Regular Budget of the Division.
• Coordinates and reviews relevant documentation with respect to budget performance submissions.
• Monitors and controls budgetary allocations through regular reviews; drafts routine and ad hoc outputs; and provides effective monitoring reports and data.
• Performs other related work as required.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of seven years of progressively responsible experience in administration, programme management, finance, accounting, human resources management or related field is required. Experience in field operations is desirable. Previous experience in a Director’s or USG/ASG's Office is desirable.
|
|
|
|
Languages
|
|
|
|
English and French are the official working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another UN official language is desirable.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
|
|

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
This post is financed by the Support Account for Peacekeeping Operations for a finate period of at least one year. Extension of appointment will be subject to budgetary approval.
Applicants from troop- and police-contributing countries who are found most suitable and recommended for selection will be given due consideration for positions in a peacekeeping operation or Headquarters support account funded positions in the Department of Peacekeeping Operations and the Department of Field Support, taking into account their contribution to United Nations peacekeeping, in accordance with General Assembly resolutions 66/265 and 67/287.
