|
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. This position falls under the UNEP Division of Environmental Law and Conventions (DELC), which leads the progressive development of environmental law, assists countries to strengthen their capacities in the field of environmental law, identifies synergies and promotes the substantive collaboration among Multilateral Environmental Agreements (MEAs) and support their implementation. DELC also encourages inter-linkages between UNEP's programme and those of MEAs. This post is located in UNEP/DELC at the Bangkok duty station.

Responsibilities
|
|
|
|
Under the direct supervision of the Regional Director of the UNEP Regional Office for Asia and the Pacific (ROAP) and under the substantive technical supervision of DELC, the incumbent will, within delegated authority, perform the following:
• Advise relevant UNEP offices, including the Subprogramme Coordinator for Environmental Governance, on overall policy direction and country needs in the region related to environmental law that require UNEP attention.
• Serve as the primary UNEP focal point in the region on capacity building in the area of environmental law; keep abreast of, analyse and report on latest developments related to environmental law issues; liaise with other UN bodies and specialized agencies, representatives and officials in national governments and international organizations.
• Prepare strategies on, and provide legal advisory services for the development and implementation of national environmental laws; organize follow-up work in the region, including interagency technical review meetings to support policy development work and decision-making on important issues; ensure the implementation of recommendations emanating from relevant reports.
• Coordinate the regional input into UNEP’s programming related to capacity building support in the field of environmental law, including those to implement the various MEAs; ensure necessary support; prepare situation reports to the international community.
• Coordinate UNEP’s work in the region, in collaboration with the relevant UNEP division(s) and the Subprogramme Coordinator for Environmental Governance, to help countries build capacity in the area of environmental law and to assist in developing the action plan that Governments will use to develop the necessary institutional, legal and policy conditions to implement their obligations under national and international environmental law, including MEAs.
• Facilitate a coordinated approach in the region in the area of capacity building in environmental law and assist in the integration of environmental law considerations in the development and implementation of national and regional development and humanitarian strategies within the UN system for international assistance; advise on the proper use and spending of related donor contributions, channeled through UN system-wide efforts.
• Ensure appropriate monitoring and reporting on UNEP’s role in capacity building in the field of environmental law within the region.
• Establish and maintain contacts with counterparts, senior officers and technical staff in relevant MEA Secretariats, other UN bodies and specialized agencies, representatives and officials in national governments, international organizations etc; ensure appropriate mechanisms to facilitate collaboration and exchange of information both in and outside of the UN system, as it relates to environmental law matters.
• Organize and participate in relevant work groups, meetings, conferences, consultations with other agencies and partners on issues related to the development and implementation of national environmental law.
• Establish strong partnerships with other UN agencies and MEA secretariat focal points in the region, as well as external partners to leverage capacity building support on environmental law related issues.
• Perform other duties as required.

Education
|
|
|
|
Advanced degree (Master’s degree or equivalent) in law (in particular environmental law), social sciences or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|

Work Experience
|
|
|
|
A minimum of seven (7) years’ of progressively responsible experience in the field of environmental law or related area.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English language is required. Working knowledge of other UN official languages is desirable.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.

Appointment against this position is for an initial period of one year and may be subject to extension. Staff members are subject to the authority of the Secretary-General and to assignment by him or her.
