Org. Setting and Reporting

|
The Special Advisor to the Deputy Special Representative of the Secretary-General for Rule of Law (DSRSG-RoL) oversees the functioning of the ODSRSG, and in close coordination with the Chief Rule of Law, provides substantive advice to the DSRSG in the overall discharge of his/her responsibilities. The Special Advisor reports to the DSRSG RoL.

Responsibilities
|
|
|
|
Within limits of delegated authority, and under the supervision of the DSRSG RoL, the Special Advisor will be responsible for the following duties: • Advise on the development and implementation of the Mission’s strategies related to the strengthening and development of all aspects of Rule of Law, with particular emphasis on: implementation of strategic planning processes, work processes under the responsibility of the DSRSG RoL (including on Delivering as One, peacebuilding, and the Justice and Security Joint Programme) while integrating cross-cutting issues of human rights and gender. This will be undertaken by coordinating with various Mission components/sections, the UN Country Team, various peacebuilding entities, and supporting the DSRSG’s good offices with various national interlocutors. . • Establish and maintain contact and effective relations with relevant national government officials and civil society representatives, academic institutions, media, diplomatic missions and donors in support of the DSRSG’s external engagement. • Build and maintain linkages with the UN Country Team, the Peacebuilding Commission and related peacebuilding mechanisms, development partners and donors to ensure a seamless transition to long-term development support and the mobilization of resources where necessary. • Advise on and prepare assessment reports, reports addressing complex strategic and operational issues, policy documents and guidelines. • Participate in coordination mechanisms at mission level, maintaining close working relationships with relevant components (human rights, police, corrections, gender, etc.) and other United Nations entities, and represent the mission as required/requested. • Perform programmatic and administrative tasks necessary for the functioning of the ODSRSG RoL, including the preparation of budgets, reporting on performance and results, recruiting staff and managing and evaluating staff performance. • Perform any other tasks as requested by the mission leadership.

Education
|
|
|
|
An advanced university degree (Master's degree or equivalent) in law is required. A first level university degree in any field, with a bar qualification, or bar qualification equivalent, in combination with two additional years of relevant legal experience may be accepted in lieu of an advanced university degree. A first-level university degree in law, in combination with two additional years of relevant academic qualifications and/or additional legal experience in the field of rule of law assistance, may be accepted in lieu of an advanced university degree.

Work Experience
|
|
|
|
At least ten years of progressively responsible professional experience in judicial affairs, legal affairs, security sector, political affairs, development, governance or human rights is required. This must include demonstrated experience or sound knowledge working with integrated planning frameworks such as RBB, UNDAF and Joint Programmes. Demonstrated front office and/or management experience is also required. United Nations field experience, especially in a peacekeeping operation or special political mission, is desirable.

Languages
|
|
|
|
English and French are the working languages of the UN Secretariat. For this position, fluency in spoken and written English required. Knowledge of a second United Nations language is an added advantage.
|
|

|
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
