|
The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote regional cooperation for inclusive economic and social development in the Asian and Pacific region. ESCAP's role as a regional development arm of the United Nations Secretariat is to support its membership, through its analytical, normative and technical cooperation, to respond to the development priorities and changing needs of the Asian and Pacific region. The key objectives are to: (a) foster economic integration at the subregional and regional levels; (b) promote the regional implementation of the internationally agreed development goals, including the Millennium Development Goals and post-2015 development agenda; and (c) support regional sustainable development by helping to bridge economic, social and environmental gaps among Member States and subregions.
The position is located in the Countries with Special Needs Section (CSNS) of the Macroeconomics and Finance Development Division (MFDD).

Responsibilities
|
|
|
|
Under the direct supervision of the Director of Macroeconomics and Finance Development Division (MFDD) and within delegated authority, the Chief of Section will be responsible for the following functions:
Economic or sectoral analysis • Leads the work on the formulation, organization and management of mandated programmes of sustainable development analysis and the formulation of possible development strategies, policies and actions for adoption by the international community for the least developed countries (LDCs), landlocked developing countries (LLDCs) and small island developing States (SIDS) and fragile states in Asia and the Pacific region. • Leads the work on the identification of new or emerging development issues, particularly those of a regional or global nature, and designs and develops programmes to address them in LDCs, LLDCs, SIDS and fragile states in Asia and the Pacific region. • Supervises and manages a team of staff economists undertaking this work. • Commissions economic studies and analyses that cannot be undertaken internally. • Conceives, plans and manages expert group meetings, seminars and similar consultations that contribute to the finalization of the work unit’s research and analytical outputs. • Finalizes reports on development for issuance by the United Nations. • Plans, leads and coordinates research; prepares position papers and reports (e.g. flagship publication “Countries with Special Needs Development Report of Asia and the Pacific) for presentations on emerging development trends and issues for specialist or non-specialist audiences, including ESCAP Commission, legislative and intergovernmental bodies, etc.
Intergovernmental support • Provides direct substantive support on the implementation, development and management of global mandates in LDCs for the decade 2011-2020, in LLDCs for the decade 2014-2024 as stipulated in the Istanbul Programme of Actions and Vienna Programme of Action, respectively, and the small island developing states accelerated modalities of actions (SAMOA pathway); ensuring that substantive work programmes and programmed activities are carried out in a timely fashion. • Manages the work unit’s contribution to the preparation, coordination and management of diverse projects in the Section as well as the liaison with other organizations of the United Nations System, donors and agencies as appropriate. • Represents the Organization at international, regional, inter-agency and national meetings on substantive development issues; provides substantive expertise on sustainable development issues; holds substantive and organizational discussions with representatives of other institutions.
Technical cooperation • Develops and maintains relations with senior officials of member governments and ensures a response to requests for advice and/or assistance on sustainable development issues and policies in LDCs, LLDCs and SIDS. • Organizes and coordinates cooperation among Member States on sustainable development programmes or issues in LDCs, LLDCs and SIDS. • Leads or participates in technical cooperation missions.
Programme support • Functions as the Chief of Section; provides policy guidance to the Director of Division on conceptual strategy development and management of the implementation of overall strategies and intra and inter-divisional policies and procedures in LDCs, LLDCs, SIDS and fragile states in Asia and the Pacific region. • Contributes to the formulation of the medium-term plan, the programme of work and the budget of the Section and participates in the formulation of the organization's overall programme of work and other similar endeavours. • Attends to various administrative matters concerning the Section, including i) preparing inputs for results-based budgeting ii) recruiting staff for Section (i.e. interviewing and evaluating), taking into account the geographical and gender balance and other institutional values iii) assigning and monitoring performance parameters and critical indicators iv) evaluating staff performance. • Manages, guides, develops and trains staff under his/her supervision. • Performs other related duties as required.

• Professionalism: Proven technical expertise and knowledge in sustainable development in the LDCs, LLDCs and SIDS. Good understanding of both theoretical underpinnings of development issues and their practical applications at the national, regional and international levels. Ability to conduct, supervise and manage research on development gaps faced the LDCs, LLDCs and SIDS, as verified through authored or co-authored publications. Skills in quantitative analysis and model building exercise in developing countries including LDCs. Ability to produce reports and papers on technical issues and to review and edit the work of others in respect of sustainable development issues and policies in LDCs, LLDCs and SIDS. Ability to apply economic theories and concepts in different sectors of economic and sustainable development. Ability to conduct independent research on economic topics, determine suitability, validity and accuracy of data provided by different sources. Ability to develop economic policies and make recommendations on their implementation. Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in economics, finance, international trade, development economics, public economics or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Ph.D. is highly desirable.

Work Experience
|
|
|
|
A minimum of ten years of progressively responsible experience in economic research and technical analysis, policy formulation, application of economic principles in development programmes in the LDCs, LLDCs and SIDS, or related areas, is required. Experience working in economic development issues of LDCs, LLDCs, and SIDS in the Asia-Pacific region is required.
Experience in econometric analysis and modelling in developing countries including LDCs is highly desirable. Research and technical analysis in the aforementioned fields as demonstrated through authored and/or co-authored publications is desirable. Experience in the supervision and management of capacity building activities in the LDCs, LLDCs and SIDS in the Asia-Pacific region is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another UN official language is an advantage.
