|
The Office for Outer Space Affairs (OOSA) of the United Nations Office at Vienna (UNOV) is the United Nations Office responsible for promoting international cooperation in the peaceful uses of outer space, and for implementing the United Nations Programme on Space Applications (PSA). The position is located within the Space Applications Section (SAS) of OOSA in Vienna, Austria. The incumbent works under the direct supervision of the Chief of SAS, and the overall guidance of the Director of OOSA.

Responsibilities
|
|
|
|
Within assigned authority, the Scientific Affairs Officer (Space Technology) will be responsible for the following duties:
• Develop, implement and evaluate the activities of the Programme on Space Applications in the field of space technology and its applications, including small satellites and global navigations satellite systems.
• Research, analyze and present information gathered from diverse sources on the latest technological, commercial, and policy developments and trends in small satellites, global navigation satellite systems, satellite communication or on other satellite-related topics, which are of relevance to the goals of the Programme on Space Applications.
• Organize workshops, expert meetings, symposia, training courses, fellowships and other activities to increase the access to and use of space technology applications tools for the priority thematic areas of the Programme.
• Provide technical advice on the theme, objectives and target groups of the Programme to the host countries and other organizers of the activities.
• Contribute to the selection of participants, identify speakers and experts to be invited to participate in the activity.
• Provide logistical support to the planning and organization of the scheduled activities.
• Prepare reports on the activity for submission to the United Nations Committee on the Peaceful Uses of outer Space (COPUOS) and its subsidiary bodies.
• Identify, coordinate, monitor, and analyze follow-up activities or actions based on the observations and recommendations of concluded activities.
• Liaise, communicate, and collaborate with respective entities on the implementation of follow-up activities or actions.
• Provide technical advice when necessary, monitor the progress of implementation, review relevant documents and reports, identify problems and issues of successful implementation, and evaluate and report the result of the follow-up activities or actions.
• Review existing and proposed satellite missions that are relevant to the peaceful uses of outer space and applicable to the thematic areas of the Programme, particularly in developing countries.
• Assist the Office in conducting registration of space objects.
• Assist the Office in planning and undertaking technical advisory services, or arrange support to Member States and organizations on the use of space technology in the priority thematic areas of the Programme.
• In cooperation with other staff of the Office and under the overall guidance of the Director of the Office, develop an integrated strategy for the Office’s long-term knowledge management (including developing new or enhancing existing tools and applications, such as databases, directories, procedures and web management).

Education
|
|
|
|
An advanced university degree (Master’s degree or equivalent) in a field relating to space technology is required. A first-level university degree in space engineering or in similar fields combined with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of five years of progressively responsible experience in working on research and development in space related entities or industry is required. Experience in the area of designing, operating or utilizing satellites and space systems, is required. Experience in preparing and implementing activities such as workshops, seminars and expert meetings, leading education and skill development discussions in space-related fields and preparing technical reports and documents is highly desired. Understanding of the work of the United Nations and/or relevant international and regional organizations is an advantage.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English, i.e. oral and written proficiency, is required. Knowledge of another official United Nations language is an advantage.
|

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
